I think borean tundra is better.
That's where I went with my DK, and got a lot of upgrades, than I went to howling fjord to continue leveling, and there wasn't much gear there.
You do have to be 68 to get quests, so get to 68 first.

I liked Borean Tundra. More Crit gear for DK's, and if you do these certain quest chains, you get a pretty sweet axe. Plus, once you get to Dragonblight from Borean Tundra, the quests there are pretty fun too.
But if you don't care about gear, then think of it like this.
Howling Fjord=Grassy Winter
Borean Tundra=Desert
Both eventually lead to a Snow environment, so have fun in Northrend!
