It's possible he doesn't have Subtlety in his build from the resto tree. Without that, Moonkin can pull a huge amount of aggro. Back in Burning Crusade, that's how you could tell the difference between a raiding moonkin and one that was still in heroics. Subtlety.
Was he pulling bosses with the single target rotation, or was he pulling trash with Hurricane?

it also might have been that he wasnt attacking your main target.
he was probably attacking a mob that you only had threat over via consecration/reflective damage.
try establishing a kill order. Skull > X > etc etc. it may help if you think you're having issues with tanking.

My main is a pally tank. Ive had several epic-geared boomkins in my groups when gearing up in heroics. None of them has pulled aggro. Ever. Not once. The paladins 96969 rotation makes enough threat even on offtargets. Unless you burst the offtarget with all your CDs and trinkets blown, maybe.

Same as others, unless he isn't attacking the right mobs the chance of him pulling agro from you is very small. A moonkin can get a lucky string of SF crits (especially when lucky with proccing Eclipse on the first wrath), so i wouldn't be that surprised at taking agro from an off-target, but the level difference should prevent him from doing the same on your main target.
DPS values don't mean much, since you are a paladin doing aoe tanking you're numbers will be quite high naturally. That doesn't mean that you are building a ton of agro on off-targets though.
If it is the main target, then the problem is obviously on your side though.

Id imagine it was an off target issue, which is kind of a fault on both ends. As a raiding moonkin I have no trouble with threat at all and can empty my mana pool into a target as fast as I want. As long as that target is not only eating splash damage. Id recommend putting up marks on targets, even if it is just the first target. There should be no reason a 75 heck even a well geared 80 should be pulling threat from a single target.
The only other explanation I could see is over use of AoE damage from hurricane/starfall/typhoon. But again the only targets that should bite are the ones you are not main focusing. Also next time this happens remind the moonkin he does have cower, it is really the only agro dump we have other than stopping casting for an extended period of time.

Plus shadowmeld as a temporary agro reset (ie the go back to you at least) if you are on alliance side.

Not really all that useful. It doesn't reset aggro, it just temporarily drops it until you come out of Shadowmeld, which you then gain back when you come out of it.

Most likely it's that he isn't talented in
Nature's Reach
.Back in BC I never specced into the threat reducer. All I had to do was actually try and I could pull aggro off my guild's best tanks (yes, even the right target).
Don't beat yourself up. It's really easy for Boomkins to build aggro. It's part of being a Boomkin.

Regarding agro, there are two things :
- agro radius of a mob, ie when he'll notice you being there, enters you in his threat table and goes for your throat. This radius is dependant on level, ie a level 1 will agro a lvl 50 mob from 40-50y whereas a lvl 80 can go by at 5y without being noticed.
- threat level, based on threat generation from dps, heals, and moves with bonus agro components
The threat level you get when body pulling (ie entering the agro radius of a mob) is very small (along the range of 1 threat, or maybe not even that, simply go for whateber mob with Omen on and see what you get simply by body pulling), ie anything the tank/dps or whomever else does afterwards as a real threat building move will get him agro.
Going in instances with a low level guy can be annoying because you won't be able to avoid some mobs and he might indeed get initial agro on packs if entering their agro radius. However, wether you leave him somewhat behind so that you can pull normally or simply lay down an aoe to get agro back on the pack, there shouldn't be any problem in taking agro from him.
They won't try to kill him more than they would any other lvl 80 who body pulled them.

My guess is you forgot righteous fury. There is no way at 75 is taking aggro off a 80 tank, esp a pally which is stupidly good at aoe threat. That is, unless your asleep or don't like using consecration.
