This item dropped in H ToC the other day and I am Insc. Does that mean I have priority over the other non-Insc people in my group? (like needing the item)
Also, do other people have the right to need/greed over other Inscriptionists for an "alt that can use it"?

Gotta disagree with Valux.
Whoever won the book would profit the market value of said book: the non-scribes would have the gold from selling it, the scribe would have the gold from not buying it.
What you're suggesting is the same as all shards/crystals going to the enchanter.
personally, i pass on shards because it is unfair for the DE to disenchant stuff and then pass it out like candy. so 'my' shards usually go to the DE.

As an Enchanter I Thank you. I am the same way on my non-enchanter, always passing the shards to the DE. While shards are more popular in instances than mining nodes, herbs or skins, I feel they are on the same page. I never see anyone roll for the ore, herbs , or skin unless they are that profession. However on my Enchanter I do offer my shards at the end, and in most cases will ensure everyone gets one.
In the case of the OP, I would first ask the group.
If they are NOT ok with it then destroy them with your dice.
I don't care about others making a profit, the priority should ALWAYS go someone who would benefit from it the most. In this case the person who is specced for it. Why is everyone so greedy.
It has nothing to do with greed. When an item drops in an instance, it belongs equally to all people in the party. If someone is passing to the Enchanter because they want to roll on the shard, you need to let them roll on the shard. If you're refusing to disenchant for other people, then they need to know up front so they can roll greed/need on the dropped item and they'll just vendor it.
When you're talking about skins/herbs, this is something that the group doesn't get equal access to because a corpse has no inherent value. If there was no skinner, that body is worthless. Then you've brought one, and now it has worth, but he gets nothing out of it because you have to roll on the skins? Now, if I'm the only skinner in a VH group and get my leathers from the dragonkin, I pass my shard roll since I've profited from being in there, but that's what I consider to be nice. I'm not in dire need of a shard.
To the OP, treat the book of glyph mastery no different than any other BoE drop. If you want to need, you should clear it with everyone first. You don't automatically get priority, just as an enchanter isn't entitled to keep all of the boss kill drops.

personally i dont see the problem with /roll for shards at end of run......i also ask if node in instance if anyone else is a miner if so we can /roll for them no big deal if you get it you get it if you dont then guess sucks to be you....
to OP: i would just need it and if anyone has a problem with that let them....not like anyone is going to go broke if they cant AH it

Need before Greed simply prevents you from rolling on higher armor classes and incompatible weapons, as far as I know.

Are you rolling on BoE greens as a whole? Even the enchanter? Why? The enchanter benefits the most from them. Oh, because you can have yours disenchanted for you later by a friend or alt? Same deal with this, except the greens are probably worth more (drop rate * AH value)

I would say that Just because the Books are not Only available to Scribes, where as Patterns and formulas are Now only able to be rolled on by people of that profession is a flaw. I know Bliz wanted to get them in the market so Scribes could learn more things, and they are random... so, they left them to be picked up by anyone.
But to the Finer point of the discussion here.
Need: and Item that a player Not only can use, but is an addition or "Up" for them.
Greed: An item that has No "Real" addition to a player aside from possible profit.
/roll - Once everyone has realized that either of the above doesnt fit, or on shards, BOE Epics, Devided "Needed" Loot in Raids or with a Loot Master.
This Is My understanding of the "rules" or the Standard Operating Procedure.
As A Scribe, when in the guild, they tell me to need it, and I do.
In a Pug, I announce that I am a Scribe, Need it (with permission) and Read it Right there, Proving that I am and indicating that I am not going to sell the book.
I am NOT a greedy player and Pass on most shards unless the DEer is totally cool with shareing them, and even then, I dont care if it get's forgotten. If I am runnignwith a Pug that wants Gold over a Good group or the desire for other players to possible expand their character (by saying "No, you cant need that book") then I will simply roll greed, and leave the group.
I offer to run with Pugs to assist the overall population of my server, or to help out on a daily H or odd 25 man or such - either way, it helps all involved. I have helped groups run over and over to get an Item, even when I didnt need anything.
If you run for your Own Personal Gain Only, your missing the point of One of the "M"s in MMORPG

Main difference between the book and enchanting is:
Everyone can use the disenchanted mats since everyone needs enchants. I usually run with a friend who is an enchanter and ask him to disenchant everything I won on greed rolls after the run.
Same on my alt, there I got enchanting myself. After a run with a good group I offer to disenchant everything they won on their greed rolls (for free of course but sometimes they tip which I don't really mind).
The book on the other hand has absolutely no use to non-scribes. Other then enchanting mats they can't do anything with it except sell it. So I think it should be treated as BoE roll like others have said before: The scribe should have priority on it and use it right away.
