They are worth every emblem you invest into them.
But a level 66 won't be wearing them for that long, so... I don't know if it's necessary to buy heirlooms for a toon who'll wear them for 14 levels only.

I recommend the shoulders at the very least and the weapon if you have the spare emblems. They will save you a good bit of time even 70+.
I'm leveling a Ret Paladin with the shoulders and it has been a breeze (level 66 currently). If I would do anything different, it would have been grabbing the Bloodied Arcanite Reaper just to avoid finding new weapons every 5 levels or so. I was being impatient and didn't want to spend the extra week or so doing Heroics to get the weapon.

Shoulders
: 10% exp. All that needs to be said.
Weapon
: Highly worth it. Seeing the same weapon 1-80 may seem boring but it's still (
MOST
likely) the best weapon you could get for that level not counting raid epics @ 60/70 etc.
Trinket
: Eh, I have one for my rogue and it's
alright
..the 2% HP doesn't really do much for you though..
Ranged
: They were priced assuming they will be mainly used by Hunters, which means they are pretty expensive. Now don't get me wrong, they are still good if you can spare all the extra badges.
Basically you only really need the Shoulders and weapon..trinkets and ranged aren't all that important.

Having only played Wrath for about 2 weeks now - I'm still learning about these Heirloom items.
I'd be interested to know if they are worth it. I have a 66 Warrior who would love the Bloodied Arcanite Reaper!
I would get the shoulders before the weapon.
Uh... he's been playing Wrath for 2 weeks. Pretty sure that means his level 66 Warrior is his main and thus would not have access to any BoA items...

To echo, definitely. Buy the stonekeeper shard ones in my opinion. They have res but are so easy to get.
I have cloth caster, leather dps, and will probably buy the plate DPS for the 10% of any class.
I also purchased the Staff of Jordan BoA for my lock and priest.
Can't wait to find out how to get the 10% chest, 20% + Double xp is ridiculous.

Discerning Eye of the Beast
x2 = +4% total man per kill.
You may ask, "What is 4% to a low level toon?"
The answer is simple, not much.
However; what is +(4% total mana per kill)x2?
What is +(4% total mana per kill)x3?
An AoE grinding mage can kill enough mobs at once to refund an entire blizzard and more.
Even if that is not your plan, these DO stack. I can personally vouche for that. To casters working the level grind, these are just as useful as the shoulders and staves.
