One thing that'd result is that melee classes (for example, non-sub rogues or paladins) would require a consistently reliable way of closing the distance between them and the caster, because the caster would otherwise just kite them around until they're dead. Imagine trying to catch up to a mage spamming frostbolt and running away from you while he casts. You would cry frozen tears of blood.
Now, that alone would be reason enough to wipe out "Moving While Casting" from the list of potential things to add to the game.

50%? At that point, though, a frost mage, an ele shaman or, heck, even a spriest could kite a hapless melee'r (Especially if they used up their Get Out of Jail cards) around without much of a problem. Got caught with Trinket and Hand of Freedom on cooldown? Well, my friend, you are !@#$ed.
75%? Sure, that'd work fine for PvP, I'll accept it. However! During PvE, moving out of bad floor stuff (Like, yknow, Koralon) becomes a lot more difficult than just holding down the W key. You'd have to cancel the spell manually (either by jumping or by hitting escape), and then move once lag has resolved that you aren't casting, or you'd never get out of the fire in time. And a simple mechanic like fire on the ground shouldn't require anything more than reflexive action.
