Even though haste at the moment mathematically seems better than SP, I am cautious about this enchant. We already have an issue with DoTs colliding into each other. Now, our inherent haste will make those collisions more frequent, as the ticks speed up. Then, adding a random 250 haste can all of a sudden drop a number of these dots off or nearly off at once.
Remember, although haste mathematically looks good, it is way different than a crit or SP boost. These happen in the background, and really do nothing to alter game play. It certainly all depends upon your haste rating. But I am sitting at over 600 haste now, and a random 250 haste increase, plus Bloodlust/Heroism---it all make me leery.

But the question is, do DoTs immediately start ticking faster when your haste increases? Or do you have to re-apply them to get that extra 250 haste applied to them? I'm guessing that it automatically starts ticking faster because it's a static increase, and from what I read, static Spellpower increase procs affect your DoTs without having to re-apply.
I could go test Black Magic, and see if it does do higher DPS than +81 SP, on the PTR.

Well, I'm pretty sure in a thread I made, I said something like "I re-apply DoTs when my Sundial procs" and someone said that I don't have to do that, that DoTs will automatically tick with that extra 590 SP. Oh well.
I'm gonna go test Black Magic on PTR, be back soon with results.

Alrighty, I'm back from the PTR. Tested DPS with my Haste set:
Buffs:
-Inner Fire
-Divine Spirit
-Frost Wyrm flask (With Mixology, so 174 SP)
81SP Staff Enchant:
-4752 DPS
-4680 DPS
-4703 DPS
Black Magic Enchant:
-4735 DPS
-4690 DPS
-4640 DPS
So, from what I'm seeing, either of them are fine, as there's no huge DPS increase with either one. Also, I didn't have any mods enabled, so I had nothing popping up to tell me that Black Magic was procced, so half the time I didn't refresh DoTs when it procced. Same with Sundial. So these values are probably a bit low.

The DPS tests that AngewomonsLover ran are basically the same. The third test has more of a gap than the other two, but that could be easily attributed to clipping, less crits, etc. And he only ran 3 tests with each gear set. Now I am not advocating running 50 tests with each set, but three tests is not enough to statistically show any real DPS difference. Especially since these numbers are so close.
Ten seconds of 250 haste, with a 35 sec internal cooldown is basically 55.56 haste rating over one minute.
/ 6 = 55.56
At 1.31 PP this haste equals 72.78 PP. So the 81sp enchant is better, and the 63sp is less, but remember, this assumes this haste will be properly applied at all times, which it won't.
After being corrected by Sinespe, the haste will only effect spells that you cast while the proc is active. Refreshing SW:P is probably worth it, assuming it holds on to that haste buff for its duration, which is how temp haste/crit buffs work now (Like Potion of Wild Magic). There would be no reason to refresh DP or VT, as blowing the cooldown will more than likely cause a DPS loss. Thus, this enchant is underperforming. Although, for fights you know you will never let SW:P drop off, it MAY be worth casting SW:P with the haste proc active and then switching to a weapon with pure SP enchant.

I have been wondering about this myself and even posted about it in a different thread. I think though, that in the end, we'll find that it differs from short fight to long fight and for 1H vs 2H weapons.
Now there is absolutely NO hard math involved here,
only general feelings and suspicions
about this enchantment. I think we'll see the following:
SP enchants will be superior for short fights including trash, heroics, and any non-raid boss fight.
Black Magic will end up being superior for LONG fights, probably greater than 2 or 3 minutes, because the procing nature of the enchant will "come out in the wash" and balance with the consistency of the SP enchants
For 1H weapons we'll see that the 63 SP enchant will allow the Black Magic enchant "catch up" faster than with an 81 SP enchanted 2H weapon given the same fight conditions
Remember that many 2H weapons have greater amounts of
Haste
and
Crit
on them and still sacrifice Spellpower versus 1H weapons + Off-Hand offerings, this may change that balance and make
1H weapons
+
Off-Hand
a superior choice to 2H weapons for Shadow Priests
Now that my speculations are out, someone prove me right or wrong!

So for HToGC, One hand plus off hand are slightly better. Off course, you have to get both drops, where the staff is much easier to get (Since it drops of Twins in 10 man heroic).
