Dual wield starts to get good at level 60. Until then, Arms is king. If you can afford it, which I'm guessing you can, you could pick up 2 Bloodied Arcanite Reapers and use one of them until 60, when you could re-spec to fury.

Yep. Currently leveling a warrior as well (I've played a few at max level in the past) and I have no problem whatsoever with arms. Just make sure to keep rend up and use your TFB procs, it's basically a faceroll.

Tbh, Prot is better to level with.. Less downtime
With Arms, I had nearly zero downtime. With the BoA axe, you usually destroy mobs in 2-3 hits.
Yes, you'll bandage on a blue moon but you kill mobs way faster than with prot.

I'm currently leveling my warrior he's 74 now, I've been using the 1h sword BoA with a shield in protection spec in the later levels 60+. I find you dont kill the mobs as fast, but you can take alot more on with less down time for heals etc. due to the fact that your taking much less damage.
Also find the BoA trinket that gives back 2% health also very useful.

What I'm about to say applies to all the tanking classes.
If you think prot has less downtime then arms (or insert DPS spec here) then you're doing something wrong.
Geared appropriately, enemies shouldn't last that long against an equal leveled player who knows what their doing. While as prot you have to gather everything up (10+ mobs) then
slowly
hack and slash away at them. In the end, they both end up being the same.
Again this is assuming the player knows what they are doing and are geared/talented appropriately.
You don't see too many (leveling) prot Warriors gathering up 10+ mobs to AoE grind.
You must know some pretty dumb leveling prot warriors. If you're not panicking by the end of the pull, urdoingitwrong.
