No one wants to play a spec that is considerably below others, but if it's at least even to other specs/classes then play what you enjoy.

i wouldnt say that. i played BM all the way through WotLK and Cata, even though i had to work 3 times harder to pull any where near the other specs i had a blast and would not have played anything else

Hit and expertise are7.5% (for raids) or 2550 rating of each.
the pet inherits 50% of each for hit and expertise respectively (so 15% hit or 15% expertise will hit and expp cap the pet).
The simulations and analysis I've done indicate that you want crit~mastery>haste.
Haste increases passive focus regen, increases autoshot speed, and decreases Cobra Shot cast time, but crit will net you more focus regen for your pet than haste, and we have a very low amount of benefit from haste all in all. Mastery will increase the damage of your pets autoattacks, special attacks and Kill Command, so crit is approximately equal mastery, with a strong synergy, meaning you want about equal valuation. That said, reforging from haste to crit is more dps gain than haste to mastery, but splitting the haste evenluy between crit and mastery is even more gain in sims.
