As a matter of fact druid tanks are recommended for ToGC because of the simple fact that they have the most effective health when compared to tanks with equivalent gear.
To answer your questions...
1) No. Mongoose is better than Blood Draining. Much better. Great proc rate (~50% or so from what I experience myself).
2) A bear going for ToGC 10 should probably have ~38K HP self buffed (by this I mean MotW only), ~38% dodge and ~30K armor.
3) Of course. I have tanked even ToGC25 on my bear and Anub'arak did not pose that much of a threat. I have not reached Leeching Swarm phase yet, but what I can tell you is that bears are even recommended tanks for Anub, loaded with Effective Health gear (especially because of his freezing slash, which incapacitates the tank for 3-4 seconds, leaving armor and health as the only means of surviving the incoming damage). I went up against him with close to 57K HP and almost 35K armor. Didn't exactly make me sweat. Bottom line is that if the player behind the Bear has half a brain to use its capabilities, the Druid Tank is just as good as any other tank.

Mongoose is still best, sadly (WTB bear-love on itemization)
I have about 37 hp and 30k armor unbuffed, and had no problems tanking ToGC10. Only issue was slight threat-problems after the first freezing slash (but then my weapon is the worst item in my gear).

Of course bears can tank ToGC 10. With their incredible stats, they can do things like:
- Take 4 stacks of Impale
- Tank Gormok + a Worm if DPS messes up
- Single tank Jaraxxus
- Get over 3k dps Easilly on all the fights, 6k on Twins
And lots of other useful things. There is one thing in ToGC bears are not good at though, and that is AnubArak - add tanking. For tanking adds, a shield tank would be the best choice. Warriors are the best, because of their interrupt abilities. Pallies are second, because those too have an AoE interrupt.

Avenger's shield is not an interrupt, its a silence (It does interrupt spellcasting, but only if/when the silence is applied). It is not an AoE either. It just hits a maximum of 3 targets that stand close to eachother. Arcane torrent is not a paladin ability, its a racial. Bloodelves only.

This is why I don't raid on my pally :), but I say "Horde" pally in my post, inferring that since you can only be one race as Horde (Blood Elves, like you said), you will have Arcane Torrent.
