A lot of Warriors use Sunder Armor against bears due to the high armor count, some even throw on a sword and board. If you can keep the sunders up, then it's pretty much GG for them when they're forced to shift out and heal. They have a couple of stuns, so Second Wind should come in handy here, but save your trinket for when they try to heal themselves.

Drop in to defensive stance with sword and board. Keep your sunders rolling and wait for them to make any sudden moves. Once you got your five sunders. Move in to berserker or battle and smash 'em. (I prefer berserker. If they try to heal I got pummel on hand).

Sunders are useful for helping negate their bear form. Try to save Intercept until they are ready to heal...if you can't move, trinket & then Intercept stun them. At this point, you should have Execute or another move ready (unless they're healing really, really early).
If they just put heal over time spells up & run around dancing while you are unable to catch them, oh well, =(
But mostly, you'll be able to Hamstring & Intercept enough with the properly PVP talents to hopefully get them when their pants are down. Second Wind will help you out some, but ultimately between roots, cyclone & their stuns (or even an incapacitate) you may find yourself with a challenge.
