Get hit capped first, then go for agil. If u dont hit u need to get hit in order to build up rage.
There is absolutely no point in being hit capped as bear. Don't go for it, don't gem for hit, just ignore the stat. You will get some hit from gear and that is enough, the cap should be of no concern to you unless you are exp capped already and still have threat problems (which is highly unlikely).
If you want to increase your threat output then get exp capped first. The stat will give you the same tps increase as hit but it will additionally also help you to survive. Bosses often get a hasted attack after they parry and exp will reduce their parry chance, meaning that you get hit less with high exp. Bosses have between 11% and 15% chance to parry so exp is worth more then hit until you are at least at 11%.

strength gives 2 ap
agility gives 0 ap in bear form (it'll give ap in cataclysm they say) but you stack it as your main source of dodge
stamina takes the hits that get by your dodge or that dodge is useless on
till the soft expertise cap, expertise > hit rating, after that aim for capping hit then any extra expertise is just that, extra but more than a welcome sign
stamina >agility for survival, exp > hit for threat (this is all within reason of course, need a healthy amount of each regardless of how much of one you stack)
