a hunter with toc gear should hit harder then 6.5k average on a stand and shoot fight if you arent hitting 8k then i suggest checking your rotation.

I role survival on my hunter, and havent been out dpsd by a lock in something like 3 months. Might be my realm, but it just doesnt happen. Rogues, mages, and hunters with a 245+ ranged weapon are the only ones to ever consitently trump me...there is the obscenely rare dual wield dk, or ret paliden, that will beat me over all in a long fight against a mana free boss. I hate you palis...
Keep engineering if your going to pvp. Macro the rocket gloves to something that works for you. i would recommend kill shot, for that extra oomph...if your pve, go JC. its a %^&*! and a half to level, but the 34 agi gems make up for it, if you want to be a real rockstar, youll go blacksmithing and jc...again expensive, but max dps...

Now I'm not saying that training dummies are an amazing test of dps, especially seeing as there are normally no raid buffs / debuffs on the dummy and their armor is weird, but I do 3.9 - 4.1k sustained on the training dummy with only AotDH and TSA (Yes, I'm MM, and not ArP MM). So, in my opinion, if you're only seeing hunters do 4k on average in a raid, they're either under geared or just not familiar with the mechanics.
P.S. Of course dps is going to depend on the fights, but even fights that don't suit ranged dps well, 4k is still lowish.
