Yes, I was referring to the procs from hunter trees more than anything else (you left out skyfire diamond). If you're heavy BM and have GFTT, then a faster weapon is usually a better bet simply because more shots = more ability procs like those mentioned and Kill Command, etc.

True, but the hunter abilities are all %.
I think the weapon procs per minute are generally not worthwhile as a hunter, though perhaps while levelling they may be.

Just to set the stage, my Hunter is a Hybrid, 17/22/5.
In my humble and limited opinion I believe a faster weapon is better. I tried 2 different bows when I was in my 40's. Both were the same DPS, but one was 2.80 (Long Redwood Bow) and the other was 1.90 (Dense Shortbow). So theoretically they would cause the same damage per second, right?
Well, what I witnessed was the slower weapon did cause a higher crit damage. But the faster weapon caused a crit more often, even though it was lower in amount. Now, I didn't have any scientific method of recording amount of damage actually caused or verifying the DPS, but the faster weapon just felt like I killed my target faster.
The upside was that when I was fighting casters, I was able to continuously disrupt there spell casting, many times they were only able to get off one or two spells before they expired. I even helped that along by training my pig in Cobra Reflexes.
Currently I am using a slower bow, a Seige Bow of the Tiger and my highest crit to date has been 1322! However, I don't always crit even though I have an attack power of 701 and a crit chance of 14.88%. I want to go back to the faster bows such as the Hurricane (1.60 spd) or Grand Marshall's Longbow (1.80 spd).
I treat my melee weapons the same way. If I am just getting slaughtered by a spell caster, I close the distance and use my swords which are both 1.60. That way I can keep them from casting spells.
But, I agree with wycorp. If you are gonna use a fast bow, be prepared to reload ammo ALOT. I have a 16 slot quiver and when I am doing a dungeon, I have felt like I was going to run out of ammo. I have contemplated carrying extra arrows in my other bags, altho I have not tried it yet.

2.7 is the optimal speed for BM, with good latency that is.

With serpent swiftness and my quiver, I'm 2.5 on my Veteran's Gladiator Crossbow whether or not I want to be, and it's one of the slowest ranged weapons in game... wtb Merciless Bow.
