You'll want to use a heavy 2-hander for Arms. My experience is guided primarily by Alliance, so take into consideration your faction's quest rewards, etc. for early on (the best weapons can sometimes be hard to find).
I think I actually covered 2 or 3 talent builds, changing around 40, 60 & 70. I made this semi-quickly, so feel free to disagree or change them...they're only general guidelines, anyway. For your Arms-based vision:
10-20

Progress: Starting with Imp. Heroic Strike for rage issues, Imp. Thunderclap for early dungeons & survival, Imp. Charge for solo questing, etc.
Goal: Anger Management
20-40

Progress: 5 in Cruelty is huge, taking Deep Wounds (sigh) to get Impale (yay!), finish out with Unbridled Wrath for more rage (if you need, otherwise take 2H spec for more damage)
Goal: Rage & Damage boosts via Unbridled Wrath & Impale; Death Wish!
40 & up

Progress: respec everything into Arms; go into Fury for Cruelty and/or Unbridled Wrath, you may want to take Second Wind A.S.A.P.
Goal: Mortal Strike!
Once you reach level 60, research the builds you're interested in for level 70. If you're still arms, consider whether or not you'll be doing dungeons later on. Even if you take only 3 points into Tactical Mastery, you'll find yourself able to tank dungeons much better (though this is mostly a PVP choice otherwise).
The warrior tank gear from early Outland dungeons scale fairly well as a starter set for level 70 (i.e. pre-Level 70 dungeon gear). You shouldn't consider it a complete waste if you need to brush up on tanking skills, learning early will help ease the learning curve at max level.

You still have Imp. Rend & it's just not useful no matter what you do. The basic functionality of Rend is at most used for preventing re-Stealth on characters such as rogues, druids or the like (don't get technical on me guys, or I'll have to add mages' Invisibility!). Imagine the rage you spent on Rend, being applied to Heroic Strike & dealing a lot more damage at the same time!
Charge is only used for rushing monsters, etc. by yourself. You wouldn't want to use this for any kind of dungeon, etc. so if that makes you happy, you can keep it, but I really don't see the use.
Taking Imp. Heroic Strike as filler points isn't really bad, at least it's always active when you need the ability (whereas you can't Charge in-combat & you don't use Rend hardly ever).
If you're not raiding, drop Blood Frenzy, imo. It's mostly a group buff & who's to say the damage from applying Rend just to get this buff will outweigh Heroic Strike? (eh, Deep Wounds, oh well).
You could drop a point from Commanding Shout in order to get Enrage 5/5 (5% flat damage seems a lot more than 5% attack power will adjust, which @ 2000AP would only be -100 on Battle Shout).
Whatever floats your boat, =P just remove Rend, haha

Cruelty gives you 5% chance to crit, it doesn't matter what weapon spec you choose (though it may sound good to add this to Poleaxe spec). Poleaxe spec & sword spec are generally about the same: both give a 5% chance to gain double damage (with sword spec, you can get triple damage as the extra swing can also critically strike).
Enrage is worth keeping because it works on your next 12 swings, so you get a very large, enduring talent for being hit critically. It's not as good as Flurry, but it's still decent & required for Flurry if you go that far down.
You can't really plan a weapon spec at low level because you don't know what weapon you'll be using by the time you reach high level. So for now, don't even worry on that...just change up to whatever weapon you get & remember that when making choices about what weapon is best for you.

Booming Voice - this talent is a waste of points, get Unbridled Wrath instead, it will help you
Imp. Charge - this is up to you, but it looks like you gave up Imp. Overpower for it, which is fine that's a personal choice kinda
