The discussion is ramping up over there. One thing that was said kind of resonated as truth to me: until they change the fact that more ArP will always mean significantly more DPS in a non-linear fashion (i.e. it being the reverse of the armor mitigation curve), ArP will always be a good stat to stack as long as the hard cap is attainable somehow.
Basically:
If the hard cap is not attainable with gear either via soft-capping + proc or passively,
nobody will gear for ArP
.
If the hard cap
is
attainable in the above ways,
it will be the best stat
.
The mechanics of it are essentially broken because of the way it works.

Nicely said pelf, I've been trying to think of a way to express the idea that the nature of ArPen's mechanic (affecting Armor value) is somewhat "broken." I think the solution is to change the effect to something that reduces the target's damage reduction linearly... the diminishing returns of Armor was created for a specific purpose, adding a mechanic after-the-fact that messes with that concept leads to issues.
Anything that offers "progressing" returns is inherently a problem; in order to make it a viable stat in small amounts, it almost necessarily will be overpowered in large amounts. Which leads to exactly what you said, the very nature of ArPen means you should either have as much as possible or as little as possible. There's no incentive to balance it with anything (unlike Crit vs. AP which each perform best when they are in the correct proportion, for example).

What's more, if hard cap
is
attainable, as you approach the hard cap of ArP, the values of
all your other stats
also increase dramatically. One point of Attack Power is worth FAR more at 95% ArP than it is at 0% ArP. It's a mess.
