I don't understand logic when other classes are able to do their aoe attacks without having a target limit like
Whirlwind
does.
Excepting Consecrate, no one uses an AE ability as part of their single target rotation, and Consecrate's damage (specifically, its DPS) is significantly lower than whirlwind's - and a cooldown too, besides. Whirlwind's resource cost is balanced for use against single targets, but its damage hits more than one.
Allowing it to be spammed would require a higher resource cost or lower damage to individual targets.
Even Bladestorm hits more ppl than whirlwind.
It doesn't.
Bladestorm
is also capped to four targets (check the Whirlwind effect in its description). The only reason it appears to hit more targets is because it does multiple whirlwinds quickly, potentially hitting more than the 4 closest targets depending on how they move around you.

Whirlwind is limited because it is an intrinsic part of the fury rotation. You will be whirlwinding on single target fights, fights against 3 enemies, fights against 50 enemies. This means that you can still push out your maximum single target DPS to one target, while doing substantial damage to 3 others (and even more to 2 of those with glyph of cleave). This is how whirlwind differs to abilities such as hurricane, fan of knives etc.
Lets take the anub fight in TotGC as it's a perfect fight to illustrate my point. 2/4 adds spawn regularly and must be killed before the next set, or else the off-tank(s) get gibbed and the group wipes. The DPS can't take their finger off the pulse on Anub, either however as he has a harsh enrage timer. A fury warrior can give anub their full wrath while dealing huge damage to the adds at no DPS cost to anub. If the next adds will be spawning soon, however, a rogue or moonkin may decide to use fan of knives/hurricane to finish them off... but that means they sacrifice significant boss DPS. That's a trade-off those classes must make and a decision they take. DKs with howling blast... okay, so you can still put out DPS, but it comes with the same cooldown as whirlwind and costing two very important runes, meaning you can't perform other important abilities, again, leaving you with a choice of "AoE or do more boss DPS".
TL;DR Warriors and paladins can put out their maximum DPS on one target while dealing good aoe damage, while other classes have to sacrifice something for their AoE, and that is why whirlwind/divine storm are capped at 4.

divine storm is also part of the ret rotation and it only hits 4 people. ... im still quite confused about how rogues went from being top dps with no aoe to being top dps with the best aoe. how was that justified?
Sorry, I was meaning target-uncapped AE abilities, hence why I mentioned Consecrate and not Divine Storm.
Also, I'm not convinced FoK is still 'the best' AoE DPS. The insane numbers are only for Combat (though granted most rogues are combat these days), during the duration of Blade Fury and Adrenaline Rush. Given the lack of self buffs other AE classes can use in general, let alone on such a short cooldown that using them for AE is viable, I'd say FoK is fine. In PvP, they're not blowing AR/BF and spamming FoK; in PvE, who cares if they do when the trash/AE pack dies that much faster?
FoK may have been OP before (it especially was when Throwing Specialization interrupted anything hit with it), but it has suffered a damage nerf, which I think brings it inline as far as its base damage is concerned. In any case, whether FOK is OP is pretty irrelevant to the current discussion, despite my taking this tangent.

Are they not going to cap AoE in 3.3?
Ex: Blizzard to 1000 damage to 10 targets each every sec = 10k DPS
If the same blizzard is used on 20 targets, it will only do 500 damage each target, and still = 10k DPS
Could this not work with WW? But instead of a "fixed" damage, the max damage is against 4 targets, after that, the damage will be split to anyone hit. This way it is not more op in any way, its basicly the same DPS but(Better(imo)).
Ideas?
