The truth, my friend, is that placing points in Protection merely makes you better (or to have an easier time) at tanking. You can't be worse; we, as warriors, are given all the fundamental tools necessary to achieve total conq...I mean, to tank dungeons.
The only real difference is that as a PVP build, you'll be working a little harder in dungeons. With changes of late such as Tactical Mastery, this may very well be diminished (mostly).
So, the question is, what kind of talent build can you use for primarily PVP, but still be able to help someone in a dungeon when called upon?
The answer is simple: probably any build with as few as 3 (or fewer) points in Protection, but keep in mind your group needs to be aware of this & tell them to behave. You're the tank, take charge & be victorious!

My idea behind the build was that you wanted to PVP so I took no stops in PVE land except for Imp. Thunderclap. I think you'll find that terribly helpful when in dungeons akin to Outland (think: Shadow Labyrinth, Shattered Halls). It is the one talent I took that is almost exclusively PVE, but even so it can make a difference in PVP (you can even tank Drek with something like this, in theory).
Having said that, it's light on PVE - very light. Of course, you're in it for the PVP, right? Occassional tanking shouldn't change your spec very much, imo.
