There's nothing wrong with 2/2 Improved Judgements.
A: most threat when not using 96969 (FCFS is the most threat for a protection paladin at the sacrifice of Holy Shield uptime) useful for offtanking.
B: Lag/latency/response time/etc, 2/2 helps keep 96969

I've promoted 2/2 Imp Judgements from the start of WotLK tanking, 2% mana cost reduction means nothing.

Lag/latency/response time/etc would argue against 2/2.
Assuming 0.1 sec of the above:
0.1 - HS
1.7 - HotR
3.3 - Judge
5.9 - ShoR
7.4 - Cons
9.0 - HotR
10.6 - HS
12.2 - ShoR
12.3 - Judge off CD with 2/2
13.3 - Judge off CD with 1/2
13.8 - Judge
2/2 will work for you if you're using DPS gear (that happens to have haste) for threat. Or if you're skipping HS as an offtank for threat regen. Or if you somehow manage to do the rotation faster oO
Though i strongly suggest 2/2 myself as well.

Not 100% true, you can cast while GCD is going (i.e. 0.1 second left in GCD) because of lag.
If you have extremely low latency, the lag will sometimes force you not to cast judgement in time with 1/2.

For me, it's totally different.
I almost ALWAY wait for skill cooldowns to wear off, instead of lagging after GCD.
It more like
0.0 AS to pick up group and stop their casters from doing bad things
1.4 HotR on 4th loose target to span across the other 3 in line
2.8 Consecration
3.2 ShoR
4.6 Holy Shield
6.0 oopss... Hammer is not yet out of CD (like 0.2 sec left) and i'm stuck hammering it's key until i hear the blessed "blamss" or resort straight to Judgement.
The good thing of 69 rotation is that it balances itself, whatever you do and however you trying to screw it, it rise up and gets straight real quick.
I.e. if you have to go with AS->Cons->HS straight on Skadi due to lots of mobs coming at you and you need that extra protection (and threat) from HS, you can just continue with HotR->Judge->ShoR and be back to rotation (if there's still mobs to deal with, which often is not the case...).

I don't know. I have some haste on gear, but can't recall exact numbers. I didn't geared for haste specifically. But it's how it is on client side.
If you want more specific explanation, i have 2 macro:

Respectively, on F1 and F2. When I enter combat, I just cycling (hammering, if you wish) F1-F2-F1... as fast as possible for the ongoing situation.
And I often observe the abovementioned issue, when my spells aren't ready when they are supposed to be. It often comes with 6sec ones, than with 9sec, though. I suppose that's because in 9sec in fact are 8 sec all of them.

You have Haste on gear? You'd need significant haste for that...
Also, Haste should not effect Hammer of the Righteous.

To the significant haste stack, I know that, I have Shadow Priest main. It takes about 300 rating to cut out 0.1 off GCD. If not more...
That's why i do not tell that i'm right and you wrong. (Nor do i have tools to measure my GCD length, that was just "how it's like")
I just explained my observation. If you can offer ideas as to where to look for the trouble (not that it's significant trouble, but it bugs me a bit)... I would gladly accept and investigate as possible. I don't discard the idea of display glitch, but the spell sount (rather loud, as you know the HotR) telling me it's not just that. If it would be only that I "see" GCD is off, but it isn't... may be.

If that's the case having 2/2 wouldn't really matter. Even if you can cast judgement 0.1 seconds faster the next spell wouldn't come out any faster because of that. Since it follows its own 6 second cooldown which doesn't get reduced by imp. judgements.
So you really dont increase your DPS/TPS you just move a 0.1 second gap one spell further ahead.
The fact that you can cast a spell while the GCD is still going is because of the lag before every spell.
I'm not really sure how to explain it but using castbar addons that show lag makes it quite clear.
Using quartz myself and having it show lag is awesome when healing.
Casting a spell while the GCD is still ticking only balances out the lag before every spell. Meaning you're doing your rotation at 1.5 seconds. Not 1.5+ which most do because of lag, reaction times etc.

What I meant was that you can press it, not actually cast it. The latency between player and server will account that as 1.5 seconds, but sometimes it won't register properly if the spell isn't actually off cooldown.
