Your Avoidance is REALLY low-- I've got 25% dodge, 19% parry, and it still seems somewhat hard to stay alive. I've only done this with pally heals though-- I don't know how say...a Disc priest might stack up against it.
Your spec is ok, almost same one I use. I'd drop the 1 pt in the blood talent and 2pts in RP mastery and put them in morbidity.

Indeed, the heroic version of ToCH is a lot harder than the normal one. Its a really challenging dungeon, although kinda short. I wouldnt mind if blizzard added a few more with similar difficulty. I run it regularly with my Druid and my DK, both tanks. The instance puts a lot of strain on all the roles in the group. The tanks have to be really resilient, the healers need to react fast and heal strong, and the dps have to be powerful enough to dispose the enemies before the healer runs out of mana, or the tank runs out of HP. Both are very real dangers.
Anyway, ive had most of my groups wipe on the transfer from mounted phase to normal combat phase of Boss 1. On HC ive only survived this transfer twice with my druid, who is pretty much overgeared for the instance. The DK on the other hand has equipment to pretty much run through the dungeon normally. Anyway...
The first boss trio hits like a truck. The best combination of enemies you can get is the Troll Hunter, the Undead Rogue, and the Orc Warrior, since they all deal physical damage, which you can mitigate the best as a tank. When there is the Tauren, he is the highest priority enemy of the bunch, because of his powerful heals. Make sure to put your Mind Freeze to good use here, it will make the fight easier. The second most dangerous of the enemies would be the blood elf mage, she kicks some serious ass with her spells and is good to burn fast. The third is the hunter, not because of his damage output, which is not as noticeable as the blood elves, but because he likes to keep you at range. Enemies that are far from you are bad to tank, and if you do not keep hitting them with ranged abilities, healers might overaggro. So ranged first, then the melee. The rogues and the warriors damage output is not groundbreaking either. I do not know how significant the hits are for a somewhat undergeared tank, but for my chars the damage is mild and allows me to focus the casters/ranged first. The rogues pool of green stuff is easy to avoid, and the warrior only throws you away sometimes, and does a whirlwind sometimes. Ive never seen a dps die to his whirlwind, although i have seen dps die to the green pool.
But... to assign numbers to the bosses, their hits range somewhere between 4k-8k, which can be quite overwhelming for a healer of any sort. Its good to use your cooldowns right at the beginning, because thats when the most of them will be up and you will be getting the most damage. It is mandatory for your dps to watch out for themselves and dont stand in dangerous zones, so they do not damage themselves and the healer can just focus heal the tank all the time.
Id advice you to farm some heroics until you can get the T8 chest or head... those would be huge upgrades for you, you could really use more HP.

Just one note about the first boss trio: The warrior (orc for alliance) uses Mortal Strike, so should be pretty high on your kill priority list if tank survivability is an issue. I tend to take him out after the healer.

Moz, You may be able to, but you will need a superior healer. Personally, I wouldn't take you. Your armor and gear score are Naxx 10 level and the bosses hit hard enough where you would get crushed beyond belief. I would not have anyone tanking in there who wasn't Naxx 25 geared. I am Ulduar geared and still get crushed on that first section from time to time.

H-ToC drops the same item level gear as 10man ulduar. So ask yourself, do you think you can tank ulduar? If the answer is no then you probably shouldn't be tanking H-ToC.

Tip for first boss. Run out then back in and they go in a much easier position to tank. Works like a charm. :3
