Your mana pool is hurting. The lack of int on the weapon combined with PvP gear (which has good SP stats, but always horrible int) can cause issues if you pug, but if you have a good tank, you can probably swing something easy like UK.
UK is probably the best place to start, firstly because it's easy, and it has 2 bosses that drop healing helms (the leather is better than the plate helm, IMO) with a meta socket so you can get an insightful earthsiege diamond. The mail chest piece from boss #2 isn't bad either.
You have the talent and the glyph for LoH, so don't be afraid to LoH yourself for a mana pot, make sure you have a macro that does Avenging Wrath + Trinket + Divine Plea. That helps as well.

even though for pvp is a good option for most fresh 80 healers. I think its available on most servers for slightly less than 100g on ah. And i think they add more int than your current ones. Also notice how these are not unique.

You indeed could start healing, but your mana pool is extremely low, i personally would give you a shot but not so sure others would be so inclined. A little tip tho the titansteel gear is ^&*!ing !@#$, the only reason the mace is plausible is the huge sp it has.
Final thought try running with a mage in your group as their int buff will dramatically increase your mana pool, and maybe the BC int flasks.

Firstly, there's a pretty big difference between 150mp per cast and 160mp per cast (around 6-7%, which is the case if you have 140mp5, as opposed to 150mp5). So your Titansteel gear is really 13k/160 = 81.25 casts.
Secondly... if you only have to heal with one Flash of Light every 5 seconds, and you're sitting around for the rest of the time, then you're doing a job that a Ret pally DPS could do. And he'd provide hots and do some nice damage in the process.
Let's adjust your analysis, and imagine that you're now casting 2 FoLs every 5 seconds instead, i.e. keeping up a fairly constant (but relaxed) stream of heals.
Your mana cost is now 600 per 5 seconds. So the difference between Titansteel (140mp5) and Other (100 int) is (otherwise using your numbers):
13k / 460 * 5 = 141 seconds of healing; or
14k / 500 * 5 = 140 seconds of healing.
The <1% difference could quite conceivably be made up for by the additional spell crit you'd get out of stacking INT.
It's safe to say that the more healing you do, the less important Mp5 is, because it has less time to provide you with mana, for a fixed number of heals. Otherwise, we might as well assume that you can cast FoL every 11 seconds or so, and never run out of mana.
Edit: Just to note - I'm not trying to pass judgment on the Titansteel helm and boots here. I'm just correcting the analysis and coming to the real conclusion - that its benefit can't be measured simply by taking a single scenario.

now assume you have to use 1 holy light and bam your next 25 secs is spent to regen your mana from that one holy light, its been proven time and time again int is better,
1) replenishment mp5
2) crit
3) additional mana

Actually, the titansteel gear would have more crit on it than the int gear. the titansteel gear gives 1.91% crit chance
I am unsure about the exact amount of crit each intellect point gives you, but I have 634 intellect and it gives me a bonus spell critical hit chance of 7.14%, so it is safe to say that the extra intellect would by itself give you and extra 1.91% crit.
Also you get a nice SP bonus from the titansteel gear.
And this is why it's somewhat pointless to try to look at things in isolation. You're saying that the Titansteel gear has crit and SP bonuses, in addition to the mp5. Any gear that stacks intellect is likely to also stack crit rating too.
Ok, let's compare (things that are relatively easy to get too, ilvl 200):
Brilliant Titansteel Helm: 53 crit, 24 mp5, 108 sp.
Helm of Purified Thoughts (Exalted Argent Crusade): 99 Stam, 69 Int, 45 crit, 84 sp.
Brilliant Titansteel Treads: 35 crit, 18 mp5, 94 sp.
Sabatons of Deathlike Gloom (N Naxx): 49 Stam, 51 Int, 44 crit, 77sp, 18 mp5.
Total:
88 crit, 42 mp5, 202 sp
vs
89 crit, 18 mp5, 161 sp, 120 int,148 stam
For the both, crit rating is moreorless equal. Mp5 difference is only 24, rather than 40 in the above examples. SP difference is only 40, or only 12, once you factor in Divine Intellect and Holy Guidance. 120 int should add a fairly hefty benefit to spell crit. 1500 health should keep you alive.
Even if you just compare the helms - the difference is 8 crit rating, 24 mp5 and 24 (8) sp, vs 69 (79) int and 99 stam (after talents). 79 int = 164 seconds of 24 mp5.
I'm not going to redo the analysis, but I'd suggest that there's a bigger difference now. 24 mp5 difference instead of 40, 120 int instead of 100.

I'm gearing a pally for healing at 80 and these are a few upgrades I'd recommend:
Helm of Purified Thoughts (Argent Crusade - Exalted)
Titanium Spellshock Neck (crafted)
Titanium Spellshock Ring (crafted)
Revenant's Breastplate (crafted)
Wispcloak (crafted)
Shash of Shattering Hearts (10 Champion's Seals)
Dark Runic Mantle (with +16 int gem)
Darkmoon Card: Illusion (100 spelldmg cheap! can get one on my server for ~ 300g)
Badge of the Infiltrator (good green quest reward)
with all of the crafted items, it's cheaper to buy the individual components and bark in trade for a combine
and if you have money to throw around look for things like:
Poignant Sabatons
Darkmoon Card: Greatness
Zartson's Jungle Vambraces

I knew you'd call me out on the Naxx boots - which is why I focused in the last instance on the helm only.
If he's going to be saving the 500g for titansteel treads, then it's not that difficult to be doing Argent Crusade dailies, especially considering that all of the Champion level dailies at the Argent Tournament provide rep too. You can very easily get 1000 rep a day from the Argent Tournament and Zul'Drak dailies. Why not earn the 500g to spend on a Titanium Spellshock Ring, by doing Argent Crusade dailies? To use your argument, 500g's a lot for someone who's not running heroics yet.
I don't think that exalted Argent Crusade is unattainable before going through a large number of heroics. Yes, the Brilliant Titansteel Treads will do for the short term. No, they're not a great alternative once he starts getting more involved, as there are plenty of good alternatives out there.
But it was more to highlight comparable items and the difference between stacking spellpower and mp5, and stacking Intellect. The crafted stuff will get obsolete fairly quickly.
Edit: Better use for 500g - visit AH and pick up a half dozen high powered blues/greens. I can't see the old holy gear, but you should be able to heal a low level heroic pretty easily in a crafted set of blue 78s.

Don't do it! Seriously, the gold you would spend for that ring you can use to get much better upgrades. There are a lot of BoE epics that will help you, along with Epic Craftables, and even the Bracers of Valor BoE's. That ring is a waste of gold imo.
