Since burst is more powerful now, using PvE gear make it more effective.
Also some classes are dying way too fast, even with resillience. A rogue without CDs will die in the next 10 seconds for sure.
But some classes still rely heavily on resillience to succeed in arenas: most healers, warlocks, ret paladin, etc...
And finally, some classes are using pvp/pve gear because they are looking for set bonuses. My feral druid friend is using 4 pieces of pvp set for the speed bonus and my rogue partner is using gloves and chest for the kick energy reduction and the 50 resillience bonus.

Yes but it's a choice I not recommend for beginner pvp players or to certain classes/specs. Especially in arenas.

If you are a priest, as the penance icon suggests, you want to stack resil like crazy. 700+ in order to not be so easily burst down.
Casters rely on resil or they get 2-3 shot. If you are a DK, paladin, or warrior, depends on the situation. If you are a feral druid, 4 piece bonus is amazing. The rest.. Idk, never played or looked into them much.

They logged out in raid gear. Top teams still stack resil, except maybe dks and some paladins.

PVP without Resilience is doable, just not recommended. I went from lots of res to 0 on my rogue, my warrior is prob going to go the same route. Just have to pick your battles. This is for world PVP, not the strictly arena player.
