This is just Blizz's knee-jerk reaction to so much content being cleared so fast.
It's nothing but a stupid stop-gap to artifically increase the time it takes for players to "complete" Uldaur.
It's a hard encounter by itself, I understand, but this time limit?
Not a challenge, a restriction. Big difference, Blizz.
And "he's optional, shut up" is stupid too. Guess what? Raiding at all is optional. Playing this game is optional. Living is optional. Saying "it's optional" won't silance the many crying players who can't even kill the hard modes.
Edit:
Archi was hard without a attempt time limit, as were many other challenging bosses. M'uru was hard without a attempt time limit, and that was fine.
Like I said, artificial time increase.

What this means is that you won't be able to down him in a week or two banging your head against it wiping repeatedly in order to get all the strategies down.
It's going to sift the most skilled and least latency hindered guild out of the pile of the strong and skilled, and grant them the world first.
Sorry brute-force dozen-wipes-figuring-it-out groups; its going to take you weeks and not days to get Algalon down.
He'd like a side of fries with your tears.
LOL @ people "nominating me for post of the year" for my response on this subject in the mmo-champion thread.

Completely agree. It seems like an hour a week is a little extreme (maybe the Vael hour a day would be better), but I am all in favor of figuring what guilds are
good
, not which guilds have corporate sponsorship and no jobs.
This.
90% of the reason most guilds have cleared what they have is that someone (or some people) were on the PTR learning the fights. Their success is a result of their pre-patch preparation. With Algalon, it will be different. There will be no time for preparation, no time to wipe 20 times in a week, and no time to get terribly used to him. Instead, I can see elite guilds getting 4-5 attempts in on him every week before he despawns. For once, this fight will be a different kind of test. This encounter will test how quickly you can prepare for a fight and learn a strat.
Of course, eventually guilds will be downing him. But for once, a lot of these elite guilds will be going into a fight not knowing what to do, and not having lots of time to learn.
I wish I could watch him feed on their tears...

It's going to take at least a month or two before the first world Algalon kill.
Unless he dies before the end of May.
Which would mean that he's killable with about 5 hours of practice.
Which would mean he's not hard when compared to previously hard bosses such as M'uru, and that this time limit is actually what I said, an artificial time increase.
Which would mean he's a failure of a boss.
If Blizz can't balance a "super" boss without stupid stuff like this, they shouldn't bother.

Who said anything about 5 hours to beat the boss? If anything, I don't see Algalon going down before August without a nerf. This is a combined 12 hours of wiping before they get a kill. This is not out of the realm of possibility as it took my guild 4 hours combined to down Razorscale (before the nerf), and even more to master Sarth 3d. I can't wait to face him! :D
Then again, I don't mind a challenge..
