Hard encounters, meet Hammerlock, Hammerlock, meet your doom.
There are encounters where you absolutely have to squeeze out what you can. For example, Anub'arak, burrow phase. The adds die in seconds. And it is damn important that they do so, the healers have enough to sweat about there. Not squeezing out everything you can from yourself has a quite unflattering synonym - "being carried".
Oh, and as for 200dps / 10mil hp thing... it makes all the difference in the world when you have just had 22hp wipe on 20mil hp boss. Yes, 0.0001% wipe.

Valiance is FAR superior. As far as I can tell, it has either no ICD or a very short one, I've seen it refresh itself, and 400ap for 15 seconds is no laughing matter.
And I agree with nephthyswanderer, if it dies in 15 seconds, why bother squeezing a little extra dps in there? What's important is that the raid gets through the instance, not that you min/maxed your dps numbers until it's absolutely perfect. Raiding is about teamwork, and individual effort to get another 200 dps in means precisely nothing against a boss that has over 10,000,000 HP.
First off; 400ap? Try again.
Why bother squeezing a little extra dps in there? Is that a good mindset for a dps role? How about this reason: BECAUSE YOURE THERE TO DPS.
A 10m boss? 200dps over 5 min is 60,000 damage. If everyone in the 25man had that kind of rediculous mindset, people would not only be just falling dead (who needs that dodge libra, i dont wanna switch the one in there out amirite) but if you have ~15 DPS, thats nearly 1m damage not done becuse you want to be lazy.
Thats called a fail raid a waste of time.

I think he mis-spoke, I'd assume that people would be using Valiance for all boss fights.
I'd like someone to post the difference between the two on trash. And don't forget that +200 str increases your AP which increases your divine storm as well. If there was a point where Valiance didn't proc unless you had full stacks, then I'd switch. It's up almost all the time.

If you are one of those die-hards that enjoys min-maxing every single trash encounter, by all means go for it. Just my opinion. Until you have every single major upgrade, I just don't see having both of these as big enough to use 19 badges. I'd love for someone to prove me wrong though. :)

You dont exactly have to be a die-hard to use the correct seal.
SoR = for trash
SoV = Boss.

I was mainly talking about min/maxing on trash, but when it comes to bosses with large hp pools I did misspeak in talking about 200 extra dps, that's actually quite a lot
Who cares about the meters on trash?
Other than the tank, that is, if the DPS are going all out AoE burst alpha strike on the trash.
However.
Doing your best DPS against the trash *is* still important - if not to avoid getting kicked by the pug RL (because of others flexing epeens) but simply to get through faster. Since everyone taking 10% longer means 10% more damage, 10% more healing needing to be done, 10% more time taken to get through inconsequential guys in the grand scheme of things. Or because, in certain circumstances, it's not that difficult to wipe / take losses on trash, making every point count.
But no, if the tank dies, it's the healers fault, of course, not the DPS... *nods sagely*
Obviously, when I dps in a raid, I put everything I have into it and don't let up for a second, but being a metermaid serves nobody but yourself unless you're on the bleeding edge of content.
Bleeding edge can either mean very very hard end-game raiding, or with a group who isn't geared enough to chain-pull trash up to the first heroic boss. If you're putting everything you have into it, then you'd be swapping librams as suggested to put that into the mix too.

You would be surprised..... I've run with some really bad metermaids who like to post recount after EVERY pull. Even saw one who posted recount in a Deadmines run once, wanted to slap him. 25dps! LEET!
He wasnt asking for you to answer that. Read between the lines. Bads meter trash pulls.

. The libram dance isnt going to change the basic rule I already stated. This was thought of many moons ago already.
