While you may experience some slight gain, the problem is that you're giving up a significant amount of talented +hit for pure spell damage - not just the 3% from ToW, but the other 3% hidden in the Restoration tree.
The gains you receive really aren't that much - significantly, you are not going to become better at melee since you won't be geared for it and dual-wielding two 40dps weapons.
Theorycrafting pretty much agrees that +hit > +spell until capped, and by giving up 6% +hit through talents you're going to dropping off a lot of spell damage and/or +crit on your gear to hit the cap.

What if you stacked ap/spell damage gear, used flametongue,frostbrand with these two weapons...could it possibly come anywhere close to windfury?
