Leveling as Balance

So I'm planning on respeccing resto at 60 or 70 and wanted to level that far as a boomkin. I've tried feral and while it is very easy to solo and has little down time, it's just not much fun imo (I'm more of a caster person). The problem with balance it seems is that it takes twice as long to kill anything and has quite a bit of down time. I'm only level 24 at the moment, but I've got the BoA caster mace and a few gear enchants here and there as well. Is it just due to a lack of damage talents, or do I just suck? Any input on rotations, gearing, or talents would be appreciated.

It is more about the lack of damage gears and lack of crit on the said gears. You need a certain % of crit to make some talents to be really effective.

Leveling as Moonkin has a little more downtime, but there's not much "Boom" and more "oom" at lower levels before you actually get your respective form. Every spec has its own time when it really comes out and starts to shine. For balance, it's level 40 when you get Moonkin form, Innervate, Hurricane... etc. I leveled and raided as balance for two years, so it can be a lot of fun but most of it doesn't kick in until later.

So it would just be better for me to spec feral then and deal with it until im either high enough to actually get some use out of the balance talents, or until I spec resto?

I lvld as balance from 10 until 28, when I switched to feral. At 40 I switched back. If you prefer caster, stay bal but get used to being oom a lot! It does get better eventually and you could always just heal instances like I did....then you never go oom :)
Just do whatever you want, but be willing to suffer extra downtime if you stay balance.
Gear for sp/int, then stam mainly imo. Rotation: Starfire, roots, moonfire, wrathx1million, roots, wrath again. Or whatever you need to do in a certain situation. Sometimes you may want to do a starfire after rooting...which will still hold with the glyph of ER.

That rotation was pretty much what I was using. Decided to just go feral and deal with it til I get high enough for boomkin talents to make a difference. Thanks for the input everyone, it was much appreciated and helpful with my decision. :)
