PvE: Devilsaur (instance/raiding) - Bear (grinding/questing
PvP: Silithid (Ranged DoT Root)
Any Other Spec
PvE: Wolf (instancing/raiding) - Bear (grinding/questing)
PvP: Hyena (Concussion Shot like slow) - Spider (ranged root) - Crab (DoT root)
These are the current "best" BUT it depends on how you play them and what you like.

Ideally, you wont be leveling or grinding as MM or SV, especially since Dual Specs came out.
As for PvE pets, it's kind of situational in my opinion. For me persoanlly, I like to go with a Cunning pet in 10-mans for
Roar of Recovery
. But for 25's a wolf is the way to go.
As for running heroics, I'd say any Feriocity of Cunning pet would do just fine. Personally, on my spreadsheet, the Wolf actually provides less DPS than my Bee with 0-little buffs. But when you factor in full raid buffs, the Wolf Pulls ahead.
