Incoming long post. It's late and I'm bored.
As stated, your build is missing a few key talents. When 3.1 launched, I tried out a 7/10/54 spec, though it yielded unsatisfactory results due to lack of Ulduar gear. As Lynri said, Black Ice needs more gear; you're far better off subspeccing into Blood until you're better geared. I myself intend to wait until I have my T8 4set before I subspec back into Frost.
As to what you're missing in your spec:
First, you're missing Unholy Blight. This is a staple of Unholy DPS on both single target and AoE fights. It scales with raid buffs better than Death Coil. If you can maintain 100% Unholy Blight uptime, that's about an extra 250 dps (gear dependent, of course).
Second, you're missing Bone Shield. It should be pretty self explanatory why you want it; 2% increase to all your damage while active as well as damage reduction, which helps on fights with heavy raid damage.
Third, Wandering Plague. Your diseases account for a large portion of your damage, and having Wandering Plague in AoE situations is very desirable. The more mobs there are, the more damage it does.
Fourth, general consensus is you want to max out Epidemic so you can get in more Scourge Strikes in an attempt to refresh your diseases with the glyph. This is currently up for debate due to Glyph of Disease, but that's a separate discussion.
Those are pretty much the staples you're missing. As for matters of preference, Improved Unholy Aura is a great choice for high mobility fights, but not all fights are high mobility. For example, the talent would shine in a fight like Grobbulus, but is altogether worthless on a fight like Patchwerk. It's really up to whether or not you feel you need the speed boost.
As for Ghoul Frenzy, I simply leave it out of my build for simplicity's sake. It can get rather annoying constantly modifying your rotation to accommodate it, but whatever.
Now on the point of Morbidity, I tend to not spec into it. A lot of people view it as worthwhile, but after reviewing a bunch of DPS reports, Death Coil usually accounted for about 8% of my damage in a fight (talented + glyphed + T7 4set). I thought the points could be more useful elsewhere, and I think it improved my DPS slightly (I don't have reports). This is just personal experience, though; you always need to test things for yourself. Research your class, test things out over and over again, and then make a spec that suits your needs if you disagree with the cookie cutter builds.

12/0/59 is higher DPS than 17/0/54 once your natural crit reaches 27-8%.

t7 4set is not wort having. Should not consider it. 8% sounds very low though.
Using Blood Tap, especially after SSx3 in second rotation (with glyph of SS) will allow easy use of GF without skewing rotation.
Imp. UP is more Ulduar then anything else. Some people prefer to take it overall as it allows the build not to be excelling in one raid instance at the cost of all others.
Otherwise I agree with what Grumpig said. I would watch UB though, if they do come out with the rumored UB damage nerf, it wont be that great of a talent :)
Sorry, I should have clarified - I was talking about T7 4set pre-nerf. You're right, it does suck now.
I found that I didn't always have Blood Tap at my convenience when it was time to refresh GF, and instead had to use a death rune made by blood strike to keep it up. As I said, it's only for simplicity's sake on my part; I suppose I'm lazy.
IUP... I feel like it's still basically whether or not you think you can get around fast enough. I've raided Ulduar with and without it, and I don't see TOO much of a difference.
And as for UB nerf, I thought they said they would change it, not necessarily nerf it.
