If you go to Ironforge, between the great forge and the pvp area in the military quarter, there are "Target dummies" that you can test rotations on.
(Not sure where the horde equivalents are.)

A target dummy is a mob that is impossible to kill, and does not fight back. People use them to test their sustained dps. The most commonly used horde ones are by the mount trainer in ogrimmar.
These dummys are different from the alliance ones... they have shiny blue flags on them, as a means of encouraging the combatant to hit harder. .
