Resto shaman gear is very easy to get IMO.
Kilt of Dark Mecry
is much better for resto than the leggings you mentioned, and you don't have to rely on drops at all.
If you're going to get crafted boots, wouldn't it make sense to go for the ones that are better itemized for shaman,
Revenant's Treads
(in most cases haste will be better than crit for shamans).
And you mention Deathchill Cloak and Wispcloak as if there are mail cloaks out there for us to choose from o.0 ....and I went ahead and checked the resto list and found both of them.
And lastly, the elemental gear thread clearly states:
* Note that I am trying to stick to Mail gear. By all means there is nothing wrong with downgrading to leather or cloth as long as it increases your stats, DPS, etc. *
. However I'm not sure why he did not include the 2 cloaks, probably an oversight.
TL;DR - No there is nothing wrong with using leather and cloth, but generally mail gear has stats better suited to shamans.

btw: just roll on stuff with spirit on it, as long as it's a improvement...
I'd only recommend that if noone else needs it. Spirit is worthless to shamans. Much better if the item goes to one which can use the full potential of it.
