I'm willing put $100 on the line that Blizzard has their own sect that deals with creation of WoW lore.

A lot of the lore is in the Warcraft books. The authors of those books had the permission of Blizzard to write the novels, and Blizzard frequently uses characters from the novels in game. Rhonin, Tirion Fordring, Krasus/Korialstrasz and several others were first brought to fans in depth in the novels, and now they are NPCs in the game that behave in similar mannerisms to to way they are portrayed in the books. My personal favorites are The War of the Ancients Archive, and the Sunwell Trilogy.
Blizzard has people who write the lore for in game; quests, those random books you find, etc. The authors of the novels take this basis of a story, and expand upon it. Chris Metzen, vice president of creative development at Blizzard, oversees the production of the novels and makes sure that they fit into the existing lore.
To familiarize yourself with the lore, I'd first read the History and Lore sections of the official site, and then read as many of the Warcraft novels as you can.
