The UA build relies on being able to spam revenge consistenly. While leveling I doubt you will have the gear to provide enough block/dodge/parry to support this. You're also losing out on any reliable way of handling multi mob pulls.
As I undertstand it the UA build is kind of a high dps/tps gimmick tanking build for content you are overgearing anyway, and not really viable for every type of encounter.
It's probably viable, but I think you would be a lot better off specing a full arms, fury or prot build. As I see it, the current design of the trees do not really support hybrid builds for leveling.

I failed to realize that the revenge windows stays open after using revenge once, so its probably a bit better than what I initially thought. I'm still a bit skeptical though, I still don't think you will have enough parry/dodge/block to effectively make use of revenge. I'd still recommend a pure build for leveling. But by all means, give it a whirl to see how it works out.

Even if you do get the required avoidance Revenge will still, atleast if you have it improved (and you should) stun the mob. Which will make the mob unable to hit you anyway. So imo go for it if you wish :D

I just swtiched to this spec from pure arms, its pretty nice to have the stun. When you use shield block you can openly spam revenge the rest of the time you could use arms 2h. As shield block is 40 sec cd with talents it isnt usally much of a problem.
