Not quite sure what your complaint is. GC said maybe some pvp nerfs, not definitely. I'd wait until something actually is announced before getting bent out of shape. I'm sure they will wait and see how the jugg/rapid charge changes pan out before making another big move against arms pvp. And as an added bonus, both arms and fury are getting pve buffs which will please quite a few people i'm sure.

Not really at the expense of a PvP tree.
Even less for fury being a PvE tree to be "fine" if they are too good at PvP.
Arms PvE i have no problem with, but it was never meant to be a PvE tree and for all the "supposed" buffs arms might get fury will still be better because that was designed to be for PvE.
I'm rather sure Arms is already performing better in PvE aswell. And that's just wrong.

When you look at the talents it looks mostly like a "hissy fit" motif then something cool like a barbarian or a berserker.
Actually in Diablo2 there were more similarities between fury then arms, all eccept for bladestorm.
Heroic Leap (later removed) was a Diablo2 mimic skill, like whirlwind, and titan's grip.
Barbarians were already able to use 2x2handers in D2. If we want to go further back in the Warcraft games, WC3 infantry had a shield block ability so we could say that the basic spec of warriors is protection.
I think lore-wise all of the 3 specs fit the class perfectly.
