instead. Stamina isn't that attractive for a Mage since we shouldn't get hit, the crit is nice but won't be that useful, the INT and SPI are way more useful than the others.
I would disagree, the OP did state he's going frost spec, I would assume to attempt some aoe grinding (that's what I'm trying with mine). AOE grinding involves getting hit, a lot. The stam and resilience would be useful in this case. Difficult to say one way or the other, since we don't know the op's play style.
If your getting hit a lot while AOE grinding, your not doing it right. Especially as Frost, you should not be getting hit, except for when your gathering everything up, in which case Ice Barrier will easily absorb those hits.
Frost Nova the group in place, and Blizzard them down. Even if Frost Nova breaks before they die, the Improved Blizzard effect will slow them down so much they'll die before they reach you.

the mage not getting hit is an invalid arguement.. he's levelling.. of course he's going to get hit. however, i do agree.. the more int and spi are going to be much more useful in the long run of things.
Are there any Shoulder Enchants that we can use in heirlooms?
i don't think so.. even enchanters really don't have much in the way of shoulder enchants.. most of the pre-bc ones dropped from old naxx (which is now gone obviously) and i'd make a safe bet that they have a level requirement.

Before 3.1, you could apply
Greater Inscription of the Gladiator
but they've fixed it. At this point, I'm not aware of any enchants available. I think you can still put it on, but if your character is below 70, the buffs won't apply.
the enchant is BOP now, so you'll have to get your low lvl mage exalted with the sons of hodir in order to be able to put it on.. lol..
but what he said is true for all enchants on heirloom items.. for instance, I have a lvl 40 rogue with dual
Balanced Heartseeker
. Someone suggested I put
Berserking
on them. I can put them on, but they would have no effect until I ding 60. Currently I have
Crusader
on them, but I actually think i'm going to get them reenchanted with
Mongoose
since I just looked and realized I only have to be lvl 35 for that :D
Thanks for answers. Im lvling frost but not aoe grinding so much, some questing, some instanse some aoe. Just using frostbolts alot and bliz when many mobs.
Can you buy these items with shards(appears from vernardis you can)? And for how many if thats the case?

Some of these things you can, yes, but the shard items are costly. (like 200-350 shards for one item) whereas the emblem ones are only like 40-50 emblems.. much easier to come across, since you don't have to worry about owning WG when you do dungeons for emblems.

They did? How does this affect characters that already have the enchant on their gear? Do they just not get the benefits from it?

The best enchants to choose for your weapon are the old world MC enchants and the ones you get from Thorium Brotherhood rep.
Mighty Intellect
is my preferred enchant for my casters. VERY low down time, but then, when you do have to drink, it's way more than normal.
Mighty Spirit
is also good, especially if you're a priest or druid caster. Directly leads to less down time.
And of course
Spell Power
, which is the MC drop. This has obvious implications for a leveling toon. Notice, it isn't "Spellpower" it's "Spell Power".
