Save the shocks for burst damage. As for kiting, there is no such thing as pure ele (ele/enh hybrid maybe), you either are in range or in melee, being in melee with melee class on you usally means death.*
* - it depends on how nooby is the class. In such situations i usually do Magma Totem and Flame shock trying to healmyself as long as possible.
There is one thing that helps enourmously to stay in range. Its called
Eartbind totem. It doesnt say in tooltip but it actually does a root (looks like druid entangling roots) to all in range for 5 seconds after putting a totem (it doesnt after just in the moment of put). 5 seconds is usually enough to kill or at least greatly damage a melee class.
If its a rogue and ganks you, you are dead anyway. If its very good pala you cant do it because he will hit Hand of Freedom.
As for hunters. Best strategy against one is to put all your totems, keep yourself healed and cast CL or LB once you are more or less full HP. Ignore the pet.
As i said, you have not enough instant casts and on not enough range or cooldowns to ever try that. Just stand in one spot and cast Lesser Healing Wave until you are more or less sure in next 2-3 seconds he cant burst you down, than proceed to casting a damaging move and again heal youself up.
Against casters the tacs is similar. They usually heavily rely on their buffs so Purge them for the start. Put Tremor totem if class has fears, save Earth shock and grounding totem (dont put it down at the start of fight - if they are good they will insta cast kill it with weak spell) for very powefull spells. If you fight against frost mage put frost resist totem up, if its fire put fire up. If its caster druid or another shaman put nature resist up.
