2.6 Speed Weapons and Haste Rating

From the early days of playing my shaman i have used sites like WoWHead and its forums to learn what would be best for my enhancement shammy. However one thing i have not understood is the reasoning behind 2.6 speed weapons and haste ratings on enhancement shaman gear. let me explain...
i use wf/wf on my weapons with my lvl 80 shaman because i found that it works best for me. Windfury has a 3 sec "hidden" cooldown, so to achieve the most out of windfury, guides and people answering other peoples post have said to use slow weapons with a speed of 2.6 or slower, fine. But surely to gain the best out of windfury it would be best to use a 1handed weapon with a speed of 3.0? so you had the best chance of proccing windfury as soon as possible...... and when you add haste rating into the mix it speeds up weapons, and if u had a 3.0 sec or 2.6 sec weapon with haste rating making its speed 2.#, 1.# or something wouldn't you then have to hit twice with the same 1 handed weapon to then have a chance of proccing windfury outside of its 3sec hidden timer?
i know 3.0 second speed weapon is slower than 2.6 and people say use a weapon with a speed of 2.6 or slower but i have yet to find a fist weapon or 1 handed weapon with a 3.0 second speed. (maybe someone will know of one)

this item, a random item from an enhancement shaman set has haste rating on it which further confuses me about weapon speeds for enhancement shamans.
could anyone clarify whether I am just talking jibberish or if i make a reasonable point? or does haste rating improve dps enough by hitting twice within the 3sec hidden cooldown on winfury that not getting windfury to proc as soon as possible evens it out?
(after reading through my post, I am talking about 1 handed weapons at all times here)

I think you have confused why shamans want slow weapons, and it has nothing to do with the 3 second cooldown on Windfury.
Slow weapons are for the bigger listed weapon damage.
If we were purely talking about what weapon would benefit windfury the most, it would be a number that evenly divides into 3. So 3.0, 1.5, 1.0.
If your weapon is 2.6, and you proc windfury, you cannot have another windfury for at LEAST 5.2 seconds. If it was 1.5 or 1.0, you'd have a proc chance right on the 3 second mark, making the best use of the WF mechanic.
However, the extra weapon damage of a 2.6 giving WF more damage makes it worth having fewer WF procs (and better stormstrikes)
So, when talking about WF, the best case scenario would be the slowest weapon you could find, hasted down to 1.5 to minimize the time after 3.0 seconds cooldown is up.
