First, what do you call "being low on DPS"? Are you comparing yourself to the other DPS in your group, do the numbers just look low, did you look up what your DPS should be around on a theorycraft website?
If your going off what other DPS do, than that's a really bad measurement. They could have far better gear, enchants, gems, or maybe the group makeup is more aimed towards that classes abilities.
Being a fresh 80, and sporting mostly quest gear, your DPS isn't going to be amazing, you should be aware of that. Switching to Arcane won't magically increase your DPS by huge amounts.
FFB relies a lot on critical strike rating, which is low for you, understandably, so that could be a big reason why your DPS is lower. Both because you don't get the full benefits from FFB's crit multiplier, and because you will get less Hot Streak procs.
Also, and I'm sure you just forgot to mention in your Single Target rotation, you should always always refresh Living Bomb, as it's a big part of your DPS. Priority should be LB > Hot Streak > Scorch > FFB, and to be honest, I wouldn't even bother with putting up Scorch unless it's for bosses, as by the time you have all 5 stacks up (since you don't have the Glyph) the mob will be near dead, just putting up LB, and FFB spam with Hot Streak procs is far better.
Rotations for FFB should be:
Single target (non-boss)
LB > FFB spam > Hot Streak on proc > refresh LB
Single target (boss)
LB > Scorch x5 > FFB spam > Hot Streak on proc > refresh LB/keep Scorch up
AOE
LB on the mob with the most HP > Flamestrike > Blizzard
Don't bother with Dragonsbreath/Blast Wave on trash, the knockback from Blast Wave is incredibly annoying, and Blizzard deals far more damage than either could either way.
Now, if you still want to try Arcane, which might be easier until you get more crit rating, than I'd suggest this spec:

For your rotation, I'd go:
Single target
ABx3 > Abarr (Mbarr on proc)
ABx1 > Abarr (Mbarr on proc) if your having mana issues with the rotation above
AOE
PoM Flamestrike > Blizzard
Arcane is less mana friendly, and is more aimed towards blowing all your mana on well-timed bursts rather than having steady DPS for long periods of time.
Glyphs for the Arcane spec that I'd recommend would be:
Glyph of Arcane Missiles
Glyph of Arcane Blast
Glyph of Molten Armor/Mage Armor (depending on your mana usage)
