DO you own a cell phone? If so and its a carrier like verizon or sprint you should look into their mobile internet cards, its about as fast as DSL.

maurice is right.. the OP is commenting about his connection not having enough bandwidth.
reducing video settings might make it less laggy, but that would prove that the card isnt the best either. as we all know (at least i hope so) that the graphics arent rendered at blizzard, and sent over the itnernet to your monitor, we can see that its clearly another issue..
the more ppl around you lag can be due to your card having to render too much (shadows ftl) (can be seen if you have a low framerate), or too much info being sent over a clogged line (high latency).
hm.. as far as i know, bliz doesnt let addons interact with anything other than the game in order to prevent hacking..
theres not really much you can do other than make sure youre only running wow (no anti-virus or software that might be updating over the net.. no vent / ts / torent client... stuff like that). Ofc you can upgrade your connection - but sometimes thats not possible.
another cause of lag could be something like a poorly configured network card or router... but i think that would lead more to discconnect
