We are now considering capping armor penetration at 100%. Armor could no longer go negative. We're not sure if we would do this in a hotfix or in 3.1.2. We just wanted to let anyone know who is furiously trying to acquire every armor pen item in the game.
Note that there is not a not a cap on the amount of armor that can be reduced in WoW at the moment. Also note that capping armor penetration at 100% does not mean that you can always reduce every target's armor to 0%. The tooltip says "up to" for a reason.

Of course this was going to happen sooner or later. Seems this amazing stat is really packing a punch as far as Arms DPS charts prove and personal expirience. It was reported that stacking 1600 ArP from gear with 2 trinkets, M. Runestone and Grim Toll, would put a bosses armor in the negatives thus resulting in triple damage output. Although attaining 1600 ArP is not possible at this time ingame.
So once this cap is implemented ingame, things wil chage for some of us. EXPECT to see posts/questions like "should i regem back to str again?" "what point should i start to gem for ArP" "i'm a F-ing retard and dont know how to read other peoples threads on the same topic" etc. etc. I might have an answer to all of that**.
Lets asume you are Polearms spec and your passive ArP is 60% (me) and you own 1 of the ArP proccing trinkets. Grim Toll for common use lets say. The proc on Grim Toll is 612 ArP for bla bla seconds- which equals to 49.9*% ArP. Nice. If you already have 60% from gear + 49% from proc you should be sitting at 109% ArP in theory, right? So if going past 100% is useless that only tells me that one must gear for the proper amount of ArP to avoid any loss in DPS or wasted stats. So a person in this situation should idealy gear up for say, 51% ArP. There should be no need to gem past that point since it will be useless anyways. Also count in the 10% from Battle stance, which does not show up on the character sheet. Hmm so then it might be lowered to 41% if that is factored in, maybe even lees for a Mace spec Warrior.
Granted any of this babble is/will be true, an Arms warrior can focus on other major stats, like strength. Its proven time and time again if you have too much crit but no AP, you will be hitting "like a wet noodle"***. plus some of the bad ass weapons for us, like Lotrafen, have little AP. Same for Leather armor. Chest of Recluse is an exception with 232 AP but Hodirs' drop Winters Icey Embrace or whatever its called has only 134 AP. The heavey crit from crit itself and high agility are nice for Arms but still some str is needed for harded crits.
To recap from this random thought- If the ArP cap is 100% AND you have a ArP proccing trinket, start gemming for str again. Its ok to snag leather for the crit, expertise, and high ArP. Try to keep a balance of 35% crit, 3600+ AP and 50-60% ArP from gear and gems.
Until this awful cap is ingame keep stacking ArP for max damage possible! Thank you Blizzard, once again, for giving us a taste of greatness and taking it away just as fast! DO NO get me started on the Juggernaut nerf incoming! Stupid PvP Fing cry babies!

I thought it was almost impossible to get 100% pentration at the moment anyway without starting to think about going into over 100% penetration =s.

How do you actually see your ArP? As far as I know, I move my mouse over "hit rating" and it says ArP 31,32%. So with 31,32% + 10% battle stance + 15% mace, I have about 56% passive ArP right?

I don't understand why people are crying about having this capped at 100%. I think it was 3rd grade math that started with percentages, could have been 4th, in either case it's been a long time so my memory could be fuzzy, but if I remember correctly if you can not remove more then 100% of something. Nobody seems to be crying that there is a hit cap.
You seem to think you are being clever but you clearly don't understand how the mechanic currently works.
Currently each "percent" of armor penetration you gain subtracts up to one percent of the target's armor. There is no limit to how much armor penetration you can gain and it is entirely possible to subtract more armor from a target than the target had to begin with. In that case the target behaves as if they had negative armor which then begins to multiply rather than reduce the damage they take.
This then introduces a damage mechanic which scales exponentially rather than linearly. Hopefully we can all appreciate how that might be unfair as gear scales to proved even more armor penetration in the future, even if it does reduce the current max damage of some highly geared warriors.

wow. Im touched! havent checked this site since friday @ work. Im happy to see people actualy read this gibberish and posted! <3
I will say on sat i FINALY snagged a Grim Toll and the leather shoulders off XT 10 man. when GT proc'd my ArP shot up to 115%! MS was critting for 11k in 10 man! had a 30k execute on Hodir too. very nice. my advice is keep stacking ArP until the cap is instated, then we will come up with a plan on how to gear and gem up!
