Odd Graphic Lag Issue

I stopped playing WoW for about 2 weeks and just started playing again yesterday. When I got on to play I was only recieving about 15 FPS average, maybe 25 FPS looking at a wall. Now I used to easily get 60 FPS all the time and keep in mind I play TF2 and L4D almost everyday at high settings and get perfect frames. So this issue is just WoW related, I even disabled all addons and no luck. Even updated my graphic card and still nothing. Can anyone help me out here?

Ah, forgot to put specs in...
Processor : Intel Core 2 6700 2.66 GHz
RAM: 2 GB
System: Vista 32 bit
Video Drive: Nvidia GeForce 8600 GTS
When I slide the bar and put it on low im getting about a flat 30 frames, basically playing like this for now. Another thing I noticed... after I slide the bar over on low and hit OK, well when I go back to the settings the bar is on Custom. No mater how many times I try to bring it back over to low it jsut wont.

Another thing to make sure is up to date is your sound driver. An out of date one can have a surprising effect on your FPS.
Check to see what programs you've got running in the background and turn off any unnecessary ones if you haven't already.
The big things to check for in the video options: make sure vertical sync is turned off (you can also force it off in the nvidia control panel, that might help). Shadow quality and the ground density options are some of the big ones that affect FPS, so make sure they're on low.

I want to thank for all with your opinions and such. I have ordered more RAM, all in all it will help the computer regardless so that is on its way. I did update all drivers, only found one and was for the video drive but that did nothing at all. I have nothing running in the background at all except WoW and I even got to the point where I uninstaled the game and reinstaled it. Basically spent a lot of time trying but I am getting no where. Where I stand now is just like before. I am getting on avg 25-30 FPS just stnading around doing nothing and the sound is crazy scratchy and all settings are on low. Keep in mind this is just WoW, running TF2 for example I get a solid 60-70 frams and the sound is perfectly normal.
Edit: Just curious, what graphic card is everyone using?
