Does
Seal of Light
proc off of attacks that get parried or blocked, or do they HAVE to hit?

Just have to be a melee attack.
So no they don't have to hit.

Sorry for bumping this, but can anyone confirm the proc chance being 100%? It says 100% on the spell detail, and in the comments too, but it doesn't seem to be 100% proc chance. No, I wasn't at full Health when testing it.

The spell also has a small internal cooldown, I think about 3 seconds, so it can only heal you every 3 secs or so, which once you factor attack speeds in proabably works out every 3.5 to 4 seconds in practice.

If you have ever used HotR or Judged as holy you will know this is very very very wrong.
There is a CHANCE on each "action taken" against a mob that it will heal you for X amount.
I say "action taken" because effects applied through the judgement (either to you or the mob) can also proc SoL/W.
When using HotR you can get up to 4 (glyphed) procs from SoL.
When judging as holy (with a proper 51/0/18+2 spec) you can get 3 procs from SoL when judging.
And through the high proc chance of this the above very oftenly occurs.

As rob1n said it's not 100%. It has a very high PPM though.
Doesn't matter if you're at full health or not since it will still heal you. Just that it'll count as overhealing.

Ahh, I see. Well, I was just confused because I saw in the Spell Detail:
Apply Aura: Proc Trigger Spell
Proc chance: 100%
Seal of Light

I think that is because when you use the Judgement, there is a 100% chance for the Seal of Light effect to be applied to the mob, and then the actual heal is another 'spell'.
I might have used bad wording here but I hope you get what I mean.

It is not 100%. After spending hours soloing just about anything I can come up with, I am certain it does not proc 100% of the time.

This has nothing to do with Judgements :P Seal of Light is a weapon enchantment, remember? It doesn't apply an effect to a mob, it's a Chance on Hit type of thing.
