Actually Overpower doesn't have a long enough cooldown to make any real difference (it's only twice the GCD) - the main thing is, both of these are conditional. To use Overpower, the target has to dodge. To use Execute, the target has to have low health. This is probably what's causing his problem. If the target doesn't have low health yet, it will sit there on Execute until it does. However, if it doesn't dodge, it will sit there on Overpower until it does.
It might NEVER dodge. This would prevent you from using Execute at all, let alone dodging when it has low health.
Try this: Make two macros, putting one on actionbar 1 and the other on actionbar 2, in the same slot:
On actionbar 1:
/cast Overpower
/changeactionbar 2
On actionbar 2:
/cast Execute
/changeactionbar 1
This will let you toggle back and forth between the two bars, trying each of these conditional attacks, until one works.

If so, then he could add a reset=mod to his castsequence, and if his target isn't near the execute threshold yet, just tap alt, ctrl, or shift to go back to Overpower.
