pardon me, Probably don't care enough, but I would like to number crunch just a little
32% mana base 4.6k heal 3 sec
18% mana base 2.2k heal 1.5 sec
are the base stats without talents or glyphs, or spell power
the disc healer then gets a haste bonus after each sheild which would benefit the GH heal more (.25*3=.75 sec reduction vs .25*1.5= .375 sec reduction)
Then the disc healer then talented remakes the FH mana to 15.3% of mana base, then including the extra 10% crit chance if the target is below 50% health, including because if you are thinking about using a GH, probably near that boundary.
Then accounting for the % to healing from the disc tree

4% focused power (4.6K*1.04=4.8K vs 2.2k*1.04=2.3K)
3% from grace (4.8*1.03=4.9K vs 2.3K*1.03=2.35K)
7% increased crit from Focused will and Renewed hope for both we can now restate as
32% mana base 4.9K heal 2.25 sec 7% crit
15.3% mana base 2.35K heal 1.125 sec 17% crit

and also worthy of note is that according to wow wiki, GH has a SP coefficient of 85% while flash heal only has 42% so... , for clarity lets make the SP of a priest at 2K
.85*2K= 1.68K vs 2K*.42=.84K
32% mana 6.58K 2.25 sec 7% crit
15.3% mana 3.19K 1.125 sec 17% crit

going with 150% critical healing and that most disc healers have somewhere above 25% crit from gear (and holy specialization) anyways, it is signifigantly scaled...
6.58K*1.5*.32+6.58=9.74K vs 3.19K*1.5*.42+3.19=5.2K
...If the target is below 50% health, if not then the flash is only 4.72K
I have had some tanks complain about being at 1/2 health, they view this as bad :P and so the GH has an edge of efficiency until you put on the glyph of flash heal, then yes, it will always be better to do 2 flash heals instead of one GH :) thank you for letting me do a number crunch. Because I didnt know where this was going to go.
