Generally speaking, a prot paladin does not gem for threat. Mitigation and EH are more important in most situations and there are better tradeoffs for threat through enchants. If your concern is threat, then strength is your best threat stat.
The spellpower from stamina is a nice side effect, but it only comes at a 30% value. This makes stamina a very poor threat stat, as you're gaining only a fraction of it as an inferior threat stat.
You gem stamina for the effective health, not for the threat.

The problem with that talent that gives you spell power based on stamina is that it is an offhealing utility talent. It just so happens to be a small threat increase. But because it is there, and paladins used spellpower for all our threat in the past, it confuses the hell out of so many people... I ran into one prot paladin on my server who had a broken promise and a 50 spell power enchant. I asked him why. He simply said 'concecrate'. I said first of all, concecrate scales equally with attack power and spell power. Second, it isn't a major source of threat for us. In fact, in all honesty, all it is good for is keeping mobs you aren't targeting off the healers.
Well he was trying to claim that paladins still needed spell power for threat. He linked me the talent and asked for me to explain to him why we have a talent that increases our spell power. I tried to explain that it was there to help you throw a heal or two if you need to if your not tanking. I linked him the same exact talent back and asked him to explain the healing crit - he couldn't. But he was still dead set on the fact that spell power is far superior as a threat stat than strength and attack power. I linked him the ret spell power enchant and said look at this one, ret has the same exact thing. It is for utility, not threat. His response is 'ret needs spellpower too'. Did this guy quit reading tooltips a few years ago? Crusader strike DID scale with spell power, but it changed a long time ago. He then put me on ignore because for some reason I don't know what I am talking about. So I turned into a !@#$ and logged onto an alt and basically told him he was retarded. I told him that 99.99999% of the paladin community got the small hint from blizzard when they took all the spellpower off ret and prot gear and replaced it with strength. I told him he was the one dumbass in the world who didn't get it.
Anyway, as far as threat stats, strength is your best bet. Most abilities scale with attack power and spell power equally so strength far outweighs spell power for threat. Strength also increases block value which increases damage mitigation. Shield of righteousness is our #1 threat ability, and it is affected by block value. Hammer of the righteous is our #2 threat abillity, and it is affected by attack power. Strength affects both block value and attack power. Spell power does not affect neither one of our 2 hardest hitting threat abilities, but strength does.
You shouldn't need to gem for it though. Gem for stamina, or if you want to gem for avoidance then gem for defense or dodge. Personally I have 24 stam gems in all my slots except for the one I need for my meta gem.
