After you're overcapped, specific stats such as dodge or parry rating help you more than general defense rating. So being overcapped isn't
strictly
useless, but you could do better with other stats. For your spec you only need one point in improved judgements, and without Touched by the Light you might have trouble holding aggro on AoE pulls. If you find that isn't the case though, then you may as well keep it out of the build.

At level 80, before diminishing returns:
39.35 dodge rating = 1% dodge
49.2 parry rating = 1% parry
4.92 defense rating = 1 defense skill = .04% miss/dodge/parry/block
31 defense rating = 1% miss/dodge/parry/block combined
41 defense rating = 1% miss/dodge/parry combined
Defense rating is far from useless once you've reached uncrittable. It is the second best value if you are attempting to stack pure avoidance (to dodge rating), and the second best value if you're attempting to put together a block capped set (to block rating). Parry rating isn't even in the ballpark in current gear levels.
You can hop over to Maintankadin and Elitist Jerks if you want to go over the math. Broadly speaking, you want a balance between dodge and defense rating for maximum pure avoidance at a given gear level due to the effects of DR.
As for the build, Stoicism is a poor choice for tanking. Touched by the Light is a major threat talent and not to be skipped. You've put optional points into Divinity, Divine Sacrifice, Divine Guardian, Pursuit of Justice, and 1 in Spiritual Attunement that could instead be placed in Conviction, Crusade, Reckoning, Imp HoJ, or Seals of the Pure.

I've always heard Reckoning was a subpar talent at least at level 80. Has it changed recently to be worthwhile?
Not really. You have 22 mandatory points in the Prot tree to get to Blessing of Sanctuary, which means you need 3 more to progress. Reckoning is an indifferent threat talent, but it's the only threat talent you can buy with those three points, so you might pick it up for a maximum threat build.
I've also considered it in conjunction with Blade Ward, but haven't had the opportunity to look for or do any theorycrafting on the subject.

You need 2.37 defense rating per skill at level 70.
To be at 600 defense skill he'd need +250 defense skill.
That's 592.5 defense rating. (fyi that's less than 600 defense rating)
So
NO
it's not obvious that he meant rating over skill.

Def never gets bad. Like other have said, once you hit the def "cap" and you chance to be crit against is <0.01% (or is it 0.1%, cant remember) then def/parry/block are usually going to be more of a boost by themselves, but def adds up quicker.
As for your build, your almost crazy not to get 3/3 Touched by the Light. The basic starting point build for a tank is

that has 3 points in Divinity, but those 3 can be moved into Reckoning, DS+DG or left there, they are basically filler spots so you can move on.
From there you have two options either go and get Imp LoH in the holy tree for a 11 min (basically every boss) free "O $%^&" button that fills your health and give you 50% armour (

), or you can go ret and get Conviction and Sanctity of Battle for the top TPS/DPS spec (

You have other options, but those are the two main ones in use now (from what I've seen), currently I use Imp LoH and have no prob with threat and can do around 2k dps in a 25man raid. I'd prob see a lil' jump if I when ret, but i live the LoH. In the end its all up you and your style.
