Well its a good glyph but unless im mistaken having your hit chance capped means that your growl does not resist, so good gear would mean you could replace this glyph with something more useful
just my two cents

Well, your options for that slot are Growl, Survival Instincts or perhaps Berserk. If you find yourself in danger of dying and use Survival Instincts often, it's a reasonably beefy buff to that ability. If you find yourself needing threat burst for a few more seconds, you could pick up Berserk.
On the other hand, if you want to be absolutely sure your Growl never resists, then there's Growl. There's a lot of tank swapping in Ulduar.

I have frenzied regen, maul and survival instincts. I mostly dps though, so don't use my tank spec much.

The Berserk glyph has solid PvE usage. When you are facing a boss that needs to be burned down ASAP, burst TPS is your key ability as a tank. With bosses hitting like trucks, rage isn't going to be a problem, thus 5 extra seconds to Berserk will provide extra instant Mangles to establish a solid threat lead over the DPS (and for instance I can produce upwards of 7500 TPS for ~15 seconds when DPSing in cat form and under the effects of Berserk + Bloodlust, and there aren't too many tanks capable of pumping so much instant threat out there).
Sure, for dangerous spike damage fights probably the glyph of SI is better (SI + FR + FR glyph = almost indestructible Bear FTW), but for now I love the Berserk glyph, especially, as you mentioned, for AoE situations. Beer furm DEEPS FTW!

Also, its just a personal opinion but if you are generating more than or equal to the tanks TPS then you are actually failing as a DPS, remember that as a dps your job isn't to be top of the dps tree but to be just under your tanks agro. It's a 25 man raid and you wanna support your 24 comrades rather than going on a personal e-peen mission, it's not like anyone is gonna be impressed that you can over agro the tanks and get yourself killed? :-) It's a team game and you win as a team and lose as team.
Personal Opinion is personal. Not ONCE so far have I pulled aggro when raiding with my guild. That 7K TPS was produced during a Sartharion 3D 10 man speed kill. This time (contrary to my habit) I don't have a Screen Shot available, but will provide one as soon as I get a chance.
And as a side note: your job isn't to be top of the dps tree
wrong
. My job IS to be on top of the DPS charts, but under the tanks on the
TPS
meter :P
I always puzzle other '1337 DEEPS' people when they see me waiting for 5-6 seconds before starting to DPS on a boss fight, while they nuke right off the bat and then blame the tank for being a n00b for not holding aggro. Because I can still pull 5K TPS for 15 seconds when Berserking, and some tanks simply don't have the ability to spew such sustained TPS in the first 5-6 seconds of a fight (that's usually how long it takes me to get Berserk fired up after a 2-3CP Savage Roar).

I dont think its really needed, if i miss on a tank swap i burn my aoe taunt usually
I have Maul, Frenzied Regen and Survival Instincts. There are many places where having a better Survival Instincts is nice to have. For example, popping it right before Anub swarms, when XT-002 comes out of a Tantrum and your healers are busy keeping everyone else alive and don't have a long-cast heal already on the way when the boss smacks you, when Maexxena(sp?) stuns everyone in the raid with the webs at the end, during the soft enrage, etc etc... Most of the time if a Growl misses on a tank switch, you can blow your AoE taunt and it will do the job. There has only been one time when I have wished for the Growl glyph, and that was on the tank switch of Four Horsemen. When that one misses, there's not much you can do. You can't use your AoE taunt, or you'll get both bosses on you. So for me, Survival Instincts still wins.

According to every source I've seen, it's a spell. This means you want the glyph or you are stacking way, way too much hit to cap it.

Growl
falls under the physical school of abilities, so the glyph effectively removes the chance of growl missing regardless of your hit rating.
I'm going to have to disagree.
I've used the glyph before. I have about 2% to hit, and the glyph, and yes, i've missed my taunt before on bosses. And this was before the new taunt DR mechanic, so believe me i'm not getting them mixed up.
I also had taunt miss twice for me in H nax on bosses yesterday (silly pug tanks pulling aggro off me).
The glyph doesn't remove the chance for taunt to miss, but it helps, i can't picture running hard endgame content without it.
Your only other option for the 3rd tanking slot is either growl or rebirth. Both are damned useful. I've gone with growl.
You shouldn't need the glyph of survival instincts at all, if you die while having poped survival instincts and regen, your biggest problem isn't your glyphs but your healing being unacceptable.
