What you're looking for is this:
#showtooltip Sap
/run SetCVar(”targetNearestDistance”, 10)
/targetenemy
/run SetCVar(”targetNearestDistance”, 41)
/cast Sap
Basically what it does is set your tab target distance to 10 yards (change this to 5 if you don't have dirty tricks), tries to target an enemy if your current target is not harmful. If you already have a hostile target, or if the /targetenemy picks one up, it will then try and sap your target. The second setcvar resets your tab target range to the default value (41 yards).
Now what's special about the above is that targetenemy obeys the tab targeting rules, so since your tab target range is 10 yards when it tries to target the nearest enemy, it only EVER target a mob if it's within sap range. If it's not within sap range it won't get targetted, which in turn makes the macro spamable. In short, this means you can just slam the above macro, and when the enemy rogue gets within 10 yards of you (and is visible) it will automatically sap them.
One thing to note though, is that if you already have a hostile target, it will not change your target, this is to allow the macro to function like a normal sap macro as well. If you only ever want it to target the closest enemy within 10 yards, add a /cleartarget at the top.

targetNearestDistance doesn't work anymore. Best that could be managed would be /cleartarget

This has been the greatest help. I really appreciate it. Rogues now are only a problem if they know this macro as well. xD
Keep in mind that you can only stealth detect in a 180 degree arc in front of you. When hunting another rogue, stay to the edge of the area, and jump and spin so that you're also checking behind you.
