Going back to my SSC days, trying to recreate the PoM-Frostbolt PvE Spec, this is what I came up with. I haven't really had the chance to test this, but I'm looking for some different opinions on how this might turn out. Thanks.
http://www.wowhead.com/?talent#of0q0ubIzxGzGxcbZVI0coc:RMi0o Basically you would just spam frost bolt and pop AP / IV when ever they're up. With my current gear as fireball spec I don't need the extra hit from Precision leaving the last 3 points, really, at your disposal.
A couple of options are:-going for cold snap + 2 points in Precision
-going for ABarr for more dps on the go, although a rather expensive spell, might be useful
-multitude of other options

this is so close to the typical deep arcane spec that you should probably just go for that instead. frostbolt has the weakest SP damage modifiers, and you're not even taking the best talents of amongst them. with the same amount of spell power your arcane blast will put out more overall damage than your frostbolt would, so why go with a spell that would do less damage on a regular basis? also, arcane spells may be a bit of a more mana heavy spell than frostbolts but they'll put out tons more damage overall than any frostbolt build... it's been theorycrafted numerous times.
don't misread.. i'm not attacking your ideas, cause i know there's tons of mages from the older days who would love nothing more than to make frost a viable pve raiding spec.. but as it stands, it's just not very plausible in endgame material when compared to the other specs.

I am running 25man with this specc, I'm a first time mage(got 4 other 80's) but my specc seems ok. Plz rate or comment, any improvements are gladly taken.
http://www.wowhead.com/?talent#of0fcu0cZMEc0ohIhVubhct:LVio0zedit: uuhm cast sequence is: LB->Scorchx5->FB->FB->(PB when procc), throw in FBlast if mana is ok, reaply scorch and LB when needed.
dropped Imp.scorch Glyph for Imp.FB

my suggestion? drop
Magic Absorption for
Burning Soul. Reduced pushback is a huge deal on fights where you just can't avoid AoE damage, which in turn makes it a huge bump to your DPS. and since fire has no other threat reduction, that 10% can be the difference between a wipe and a one-shot on a boss. That will give you the cookie cutter 18/51/0 + 2 deep fire spec. IMO,
Incineration isn't necessary, but it's optional two points that you can do with what you please. I prefer maxing out
Flame Throwing for the extra range so you can start your cast sequence earlier, but again that is preferential.
