Honestly, It's much easier to DPS heroics and just roll on the tank gear anyway. Build up a tank set then rock those heroics.

My suggestion would be for you to spec frost to tank. Not sure blood is the way to go with your lower level items......
And as mentioned, might want to just run some as dps to get some gear and emblems for your tanking set. 22k health is pretty low, and considering all your other stats are also fairly low doesn't help. Your expertise is low, your hit is low, your AP is low, etc......so threat maybe an issue is you get grouped with some strong dps'ers.

I've healed ret paladins in heroics without tank gear as a disc priest.
The point is, if you're somewhat competent with your class and running with somewhat competent players in your group, you'll be able to tank most of the heroics hot on the heels of the Ding Level 80 achievement.
I'll toss another vote onto the pile of "Go frost." One of the bigger issues you'll face as a fresh tank is holding threat on some trigger happy DPS. Frost has amazing snap threat abilities. (Glyph of Howling Blast + Glyph of D&D) + D&D -> HB -> BB. After that if DPS pulls off of you, make sure you're in frost presence. *wink* If you are, then in all honesty you should let them die. They started too early and didnt stop when they saw their threat climbing too high.
Dont be afraid to let idiots rack up repair bills. This is a team game. Yes, it's the tanks job to build threat and hold aggro. At the same time it's NOT the job of the DPS to blatantly make it hard for the tank to do his job. There has to be a synergy there.
Find you a healer you can trust to run through some dungeons and you'll be just fine.

on topic though, you could tank any of the available heroic instances. the only problem you'll have is the overgeared and triggerhappy dps. :b
There is truth in this.
I recently started tanking on my DK. Have about the same armor and Hps as you, and certainly much less defense ( about 300 i think ) - I am still building up my tank gear.
I have had little trouble on most Heroics. You will have much less.

I will admit, am rather trigger happy DPSer as well...guess I get spoiled when DPSing on rogue with Tricks of the trade lol! But whenever I notice the tank is a little bit undergeared compared to the rest of group, just hold off starting to dps for 3 seconds or so...also helps when the DPS attack the correct target.
