I've posted this as a reply to several threads, because this is a forum, and this is me throwing around my 2 cents:
I've heard people speak of Blizzard implementing more severe level restrictions on enchants so lowbies can't twink with them, and adding minute experience gains to BGs so twinks can't linger at a bracket indefinitely. Here is why what you propose will likely never happen, even though people will talk what they may:
Blizzard likes money.
Not everyone is a hardcore arena junkie. Nor is everyone a hardcore raider. Hell, not everyone is even a
casual
raider, albeit many of them are. For those who are, it's nice to have something to look forward to other than the endless rep/gear/gold grinds on their mains. For those who both love it and succeed at all of it, that's major kudos. But not
everyone
can be a demi-god, you know. So for those casual players, the only thing they pay $15 monthly to do is to do battlegrounds on their lowbie alts. For those who are willing to farm the gold for twink BoE's, that = time. For those who will run through instances for twink BoP's, that = time. Once you get geared and hit BGs, you'll play, play and play, and that = time, and time, and time...
And you know what?
For Blizzard,
your time = their money.
For
really
success driven people with the desire to twink, they will often purchase a second account, so that they can dual-box and run their alt through instances without having to trade runs with another person, share drops, etc. With two accounts, your freedoms and possibilities are vastly expanded. And so is Blizzard's income, for that matter. ~_^
Twinkers are just one more demographic for Blizzard's product to appeal to. To take their capabilities away, well that would be like any other company taking an existing product and stripping it of one of its most notable assets. Why would you make your product
less
appealing if you're in the business to give it consumer appeal and make money from it?
You wouldn't.

The main problem with twinking comes from people not practicing pvp until they are level 80 because the battlegrounds at lower brackets are brutal due to the twinks at lower levels. What I am saying, is that people gain pve skills all the way to 80 from questing, dungeons, etc. People do not gain battleground skills because they would have to stop leveling at the top of every bracket and spend gold and time optimizing their charachter in order to be able to compete.
A hunter with 3K hp in a level 19 battleground owning a crowd of people repeatedly at the graveyard teaches nothing but patience and how to /afk. I would like people to be able to do a daily battleground while they level their charachters so that everyone would be better at pvping their class in the top brackets.
On the other hand, the gameplay may be enjoyable to some people who like to live in the lower brackets due to the difference in abilities. They should have the ability to twink out their charachter and really live in that bracket.
Unlike all the trolls here, I have a suggestion to fix the problem that is a positive solution. All lower brackets have the option to either give xp in battlegrounds, or not to give xp. All those that want xp go in battlegrounds together, and those that do not, get seperate battleground. This would put all twinks into battlegrounds together, and all those wanting to practice pvp while they level into another. Everyone should be happy with that arrangement. Well, except people who love ganking someone with (x)K less health than them, and people who enjoy sitting at the graveyard for hours at level 19.
