I posted this elsewhere, but I wanted to put this in the sticky as well.
I would argue for Guarded by the Light. A 30% reduction in cost for Consecration alone would seem to be worth more than the last 2 points of Seals of the Pure. Your seals will be hitting for 109% instead of 115%, but Consecrate is a much bigger portion of our threat than seals. The mana reduction will result in more threat because you will be more likely to have it up at all times.
Should be very helpful in building up threat as an OT as well.

Reckoning ticks are awesome for threat gen. and also give another chance to apply seal of vengeance. 5% more damage caused is descent but not as good as reckoning imo

Having 1/2 of your mana bar disappear in the initial pull isn't unusual.
you're looking at ~5k mana with warrior/paladin tank gear, and that means ~700 AS, ~900 Consecration, ~500 Judge and seal

Sorry I'm slow to reply to this, I just overlooked it lol.
Consumables: at kara/heroic level, I don't see anyone using consumables seriously, Superior Wizard Oil, but that's about it.
The harder thing might be that if you're crushable, you may want agility food instead of stamina.
I do have couple uncrushability links here and there in sandbox, i don't know where I posted them if I posted them on Wowhead lol.

This is a great thread Blade. It certainly looks like you've done your math, so it'll save me some grey-matter. ;-) I've been putting together an initial tree for Prot at lvl 70 in the newly available talents. I plan to use it in lvling up to 80 and doing dungeons, etc to get ready for the new raiding content.

Seems to go along with the general theme of theory-crafting that you've set so far, but with all of the changes occurring, I'd like to see if we're in agreement about new talent usage. Your previous Wrath builds links don't seem to be filled out. :-)

This depends on whether you are AOE tanking or boss tanking at lv70 or 80.
Single target threat at 70:

Physical weapons are best. DPS weapons generate more threat than tank weapons, but the difference isn't huge, less than 2% for the Brutalizer vs the Rising Tide.
The Hammer of Judgement and Amani Punisher both rank below the Sun Eater, but they are only behind the Brutalizer by 2%, again pretty marginal.

Life and Death (461 spell power) is tops regardless of your rotation but Last laugh (best tank weapon) isn't that far behind. The difference is about 1% using an AS>HotR rotation and less than that with a HotR>AS rotation.
AOE tanking:
Since you are not physically attacking most of the mobs, dropping a physical weapon for a spell power weapon will generate more threat here, regardless of level. I don't know of any numbers that have been run for this, but HotR is a large part of what makes physical weapons work for single target threat, so it makes sense that you will give up some threat with a tank weapon when your auto attack and HotR don't hit everyone.
My answer:
With that marginal a difference in threat between tank and spell power weapon , I'd rather have the extra survivability of a tank weapon, since defensive stats are probably going to be given out in smaller amounts than in BC.
